Today in court, Jolin's longtime campaign aide and bookkeeper, Shirley Raymond. Said 18 people responded to the fundraising request, donating about $4,000. Jolin later returned those contributions. However, Raymond testified some of the contributors then returned a total of $1,750 in donations. Prosecutor Byron Chatfield contends if the contributors had known Jolin had a campaign surplus, they would have not responded to The November Appeal. But Defense Attorney Bill Hanzowitz says lobbyists hand out money to anyone who will help their cause. However, a 33-year lobbyist countered that thought on the stand. David Barrows, who received one of Jolin's November fundraising letters, says he tends to help legislators who need it. He said, quote, I receive a request, I look at it. We tend to give the most money to incumbents who we feel good about working with. They may not vote for us, but they listen to us. Quote, I've always taken people at their word. If they call or write me and say they have a deficit, I believe them. End quote. Parks officials hoped that would change earlier this month, the ballot box, but voters rejected two measures that would have allowed parks officials to sell bonds to finance acquisitions and improvements and give the system a share of gas tax revenues. New parks director Bob Meinen knows that means there are tough decisions ahead. Meinen comes from Minnesota where he was the Midwestern director of the Nature Conservancy, National Conservation Organization. Prior to that, he had leadership roles with the Idaho and Kansas state parks systems. Minnan doesn't believe Oregon voters are anti-parks, but he says it's clear they aren't ready to spend more money on the system at this time.
