In 1976, the average Oregon state Senate candidate spent more than $7,000 campaigning. 40% of that money came from PACs. 29% was donated by small contributors. Just four elections later, Senate candidates spent more then $26,000 campaign and got 57% of their money from PACS and only 11% from small givers.
