He was allegedly intoxicated last August when he crossed the center line on Highway 58 near Oak Ridge and smashed into a Volkswagen bus, killing 17-year-old Don Lee Jordan of Bend. In passing sentence this morning, Lane County Circuit Court Judge Edwin Allen said this state's legislature and parole board were responsible for people like Russell continuing to pose a threat to society. He said lawmakers won't listen to the pleas of society and law enforcement, so he said he must do all he can to keep Russell off the road. He sentenced Russell to 10 years in prison with a minimum mandatory sentence of five years and five years probation. He also ordered Russell to pay $23,000 restitution. Judge Allen made it clear that his big argument is with the Oregon Parole Board. Back in 1977, Eugene Russell was sentenced to three years in jail for one of his many driving while under the influence convictions. He was released after 45 days. State Senator Margie Hendrickson says the legislature took some tough action against drunk drivers this past session by lowering the minimum blood alcohol level necessary to be considered legally drunk and by allowing immediate seizure of driver's licenses from people who refuse breath tests. And that's where this particular piece of property comes in, the purple area with the star in the middle. It's called the North Gateway Industrial Site. It sits just north of Game Farm Road and just east of Interstate 5. Right now, the 250 acre site is all farmland, but the City of Springfield is doing its best to change all that. Last year, the Fantas Report, a special audit of Lane County's resources, targeted North Gateway as one of the most attractive spots in the county, indeed in the state, for high tech businesses to locate.
