There are questions still open. The Japanese apparently. Do not want industry to be involved in these negotiations. They want them to be negotiations between the governments. Our people in the Forest Service, our people particularly in the forest service, but to a degree in the State Department, have indicated that they feel they should be not only representatives of government, but there should be representatives of the industries involved. That problem is still open, which way it's going to be. There's some question about the agenda, whether they're going to be talking about laying the groundwork in the way of facts and figures and getting the basics understood for a further conference, or whether they'll be able in this conference to go on to specifics. I'm going to continue to push them. The fact is, at the present time, there is on the books of the United States, on the statute books, authority to restrict blog exports. If the proper officials of the United States government elect to use the authority that is on the statute books at the present time, they can move in on this log export problem. So far, they have not seen fit to do this. In my mind it was a fine thing when, as we know about six or eight months ago, United finally came down on the decision that they were not going to pull out. The airport is critically important, not only to Eugene Springfield in my mind, but this airport is critical important to this entire area. I think it goes way beyond the city limits of these two particular cities. U.S. Plywood company officials announced this weekend that this plant will close down by Christmas due to a softening plywood market. It's not the first lumber industry plant to close in Oregon this year and very probably not the last. Although the closure of this particular plant was attributed to the, not attributed to, the log export problem currently getting much attention by legislators and the industry itself. The entire lumber industry picture for Oregon and the Northwest is being adversely affected by this and other factors. Senator Mark Hatfield has predicted disaster for Northwest forest products industries if the log exports do not slow down. A meeting has been scheduled for December 12th between the Japanese and the U.S. Officials over this issue. Oregon's number one industry, wood, also has become a topic for political debate. Declared Democrat candidate for U.S. Senate, Phil McCollum, has charged incumbent Senator Wayne Morris with ignoring the problems of the industry. How serious is the problem and will it affect more of the Eugene-Springfield area firms? This is a question we put to other U.S. Officials or lumber officials in companies here in Eugene and Springfield. Mr. Kelly, the reason for the closure of your plywood plant here was listed as a softening of the plywood market. There is another problem that has developed in the welfare department that is going to cost Lane County some $12,000 to $13,000 between now and next July, and that is the shortage of money in the foster care program. The foster care is a vital program to the whole state, not only to Lane County. We have tried over the years to get federal money in foster care, but we've never been able to do it. It's strictly a state and county program.
