North Eugene is last year's champion. They're a well-balanced team and have what could be the best player in the league in 6 foot 7 Tim McConnell. But the Irish of Sheldin are also tough. They're an experienced ball club. I talked to North Eugene coach Barney Holland. Coach, your team has won the league the last five years. Do you or the team feel pressure to repeat? Well, yes, when I think we do. We feel that it's quite a challenge for us. And we've accepted the challenge for the last two years now because nobody else has ever done this before in our league. And so we feel that there is a little bit of pressure. But we enjoy it because I think it makes our kids be a little bit tougher than they are, you know, tougher mentally, I think probably is the biggest thing than we would normally. So actually, the pressure is enjoyed by us. And we like to be on top. And we hope we stay there. How do you plan to use McConnell against the Irish? Well, I think we plan to work him outside a little bit more than we have in the past. We think that they're going to check him with a big guy, Anderson. And I think that Tim is much more mobile than he is. And I believe that he will be able to beat the guy one on one. And so that's what we're hoping for. And we kind of look forward to this matchup because Tim has played against the kids since he was in junior high. And it's kind of a real personal rivalry between the two of them. Coach, just how important is this game against North Eugene? Well, it's probably the biggest game of the year. The two games with North Eugene, because they're picked to win the league and been picked high in the state ratings, so they should be the top team. Is your team ready for him? Well, we'd like to have another week, but you're never ready. So we hope we're ready. How do you plan to contain McConnell's shooting? Just check him tight. We're going to play man-to-man defense. We think we can hold him. Are you going to have any one person on him? Oh, we'll probably have two different people checking at different times. Our two biggest kids, Anderson and Hayes. This year's high school basketball race could be an exciting one because Thurston and South Eugene could challenge the top two teams, but for now I'll go along with the preseason picks, and tonight the top-two battle as they begin their bid for the title and a trip to the state championship. At the Highlander Gym, this is Ben Vranis reporting. Coach, how important is this meet? Well, for us, I think it's another meet on the road to what we consider as national progress or a national indication of our chances. We feel that if we can meet against the best in the Western Athletic Conference, then therefore there should be some indication that we can do well in the nationals. Well, on paper, Oregon and Utah pretty evenly matched. Why did you say Utah was the favorite? In this meet? Well I still think and this is the thing that is difficult for even coaches understand but you have a training program that's very demanding and at the right time your youngsters can just rest very little and they can come in and just do a phenomenal job like our youngsters are doing right now for Oregon. Don Reddish probably next week to reverse this thing and just do it against us. So it's hard to figure out. From one week to the next. We've been very fortunate. Two weeks in a row now we've had outstanding performances and we hope to go for three against the University of Texas. I feel that the amount of marijuana which, excuse me, the amount of hashish which should be considered a violation should be substantially less than an ounce. Obviously the street value of an ounce of hashish is far greater than an ounce of marijuana, the leafy vegetable material. For example, an ounce hashish about $100 in the street and an ounce marijuana is $10 or $15. Since hashish, is marijuana, and if we're going to decriminalize marijuana in a certain amount, we should decriminalized hashish in a certain amount because they're both the same thing. Well, we have 22 to 24 guys that will be competing up there Saturday night. And in almost every event we will have one or two competitors. And of course, Craig Brigham will be in the vault. We have a high jumper, Greg Freeze, that will high jumping. And then Keith Nelson, another high jumper from Portland that will be high jumping, and the triple jump, we have two competitors, Ed Bilisak, our varsity competitor from last year, and a freshman from Tasmania, Howard Malcolm. Steve Benz in the thousand, we'll have a mile relay team. We'll have couple sprinters in the 60 yard dash. Brent Peterson, our nine four, nine five sprinter last year and Al Dukoski are in the sixty. Stan Wiggum will be in the high hurdles, 70 yard high hurdles. We have a couple sub four minute milers that'll be running, Mark Feig and Scott Daggett. Canute Qualheim who graduated last year, sub four-minute miler for us will be competing. And, of course, the two-mile field headed by Prefontaine and... After Prefontain's defeat... By Burkle. Do you expect a better performance this week or in the week to come? Well, of course, Pree is competing this weekend in Los Angeles against Burkle again, and I know that Pree's looking forward to that competition, and he's unhappy that he got beat back in Washington, D.C. I know that he is also looking forward running a good two mile up in Portland, where he has won, as I've stated earlier, three times before. Sour cherries are at a very tender stage at this time of the year, and some of the dark cherries like lambers can be hurt with temperatures like we're having. In general, the temperature has declined and gone down fairly slowly, but even so we do have something like strawberries that don't have a snow cover like they had last year. The cannery is still trying to harvest carrots, and they're getting frozen a little farther down each day, so. Although many of our tree fruits are probably all right, we still have a while to determine actually whether this is the case or not. The board has had an opportunity to observe Mr. Parks in his management role at the utility, and we have been just more than pleased. We have had an opportunities to compare him with other very high-quality applicants for the position, and it was the board's conclusion that he stacks up very well with any of them. We thought that because of his local utility, local knowledge of our community. The people in our community, the problems of the community, and of our Northwest region, that he was the best man for the job. I think it is our part that we must participate and assist with other utilities in developing generation for the future. It is a long-term proposition, and I think that we should continue to work on this basis. We also need to cooperate and continue to strengthen our efforts on the conservation of our energy programs. I think these are vital and important. We seek to have the balance maintained and the checks and the balances maintained between the executive and the legislative branch. This legislation is not going to be aimed at reducing the governor's power or authority to act quickly or unilaterally in a true emergency. What will be done is to ensure that the checks and balances as well as the co-equality of the two branches of government are maintained and that the executive branch will recognize statutorily the power of the legislative branches. If we were to grant all of those requests, we would exceed the entire emergency fund by some $400,000. Most of these requests simply cannot and will not be met. State government will have to tighten its own belt, and given current indications of the uncertain economic growth that we face in Oregon now. We're going to do everything in our power to see that the state spending is held to a minimum. We also expect each department and agency of state government to stay within or better yet below their allocated budget. Well, I'd like to think that I'm more representative of the people of Oregon than Jason would be. I think that in phase with the way the majority of the people here think, and I certainly am sure that I would believe that I would represent their views more better. Budget Bonds and Balance is a new book written to shatter some of the myths surrounding voting behavior patterns in school bond elections. The book is written by Philip Peely and John Stewart Hall. Peely is associate professor of educational administration for the University of Oregon. The authors took the findings from over 150 published research studies that covered school finance elections. Professor Peely talks about some significant changes in recent school bond issues. One, I think, has been one of the major myths that this book does tend to disprove is that the time at which the election is held has some effect on the outcome. The evidence that we analyzed in this particular book indicates that elections can be held any time of the year. And it really makes no difference in terms of the outcome of the. Of the election itself. I think one of the major findings of the book is that, and it has been known for some time, although the evidence that we've gathered in the book clearly shows that attempts to increase the size of the turnout produce a higher percentage of negative votes than would otherwise be the case. I think another interesting finding in the study is that blacks tend to vote more favorably for school financial issues than do whites. On the other hand, blacks don't turn out as frequently as whites for these kinds elections. Opening tendencies in recent budget elections have changed, so much so that trends have, in some instances, completely reversed. The book may not become a national bestseller, but it will probably be must-reading for local government and school officials. For Channel 9 News, this is George Shortus. Now to do it because I think when a new person comes into a district, there has to be a reasonable amount of time, five or six months, to look at what is, to determine the strengths and weaknesses of the existing organization, and then to make recommendations for change that seem to make sense. I felt that there was a need for altering the organization to make it more responsive to... The local communities and the needs of students in those local communities, and that's why I'm recommending the changes. Tell us one more time, Fred, about how we live in the Banana Bell. Ha ha ha ha, that's cute, have a good one! That's it, that's it for our time. Grant, I'll see you at the end of the... I don't even know what the hell I'm doing! Monetary, I can't give you too much estimate at this time, we're in Mapleton and it appears that the damage is quite extensive here. The water is up to the highway and across the highway in several places so I'm sure that most of the residences and businesses in Mapleton have been damaged. Does this appear to be the worst? That's the worst that we've seen, yes, the worst we've had reports on. Did it take you by surprise? Did you have a chance to get your things out? Well, we got everything up anyway and got out what we thought we might lose. Where are you staying in the meantime? Forward my wife's grandparents. It's kind of a strange feeling seeing your house underwater. This isn't the first time, so we're kind of used to it. Really, it happens regularly every year. Well, no, but when we get one like this, we've been here probably about five, six years, and this is the second time. Everybody around here is very calm about the high water. The only problems is the lumber industry. U.S. Plywood and Davidson is having problems at this time. Your house is up high. Hi. Hi. But consider this, a home that was sold last October or November. It was a very custom home that had many, many items in it built just for an individual. This home was built then through the fall and was scheduled to close, let's say, January 15th. And January 15 comes and the loan could be closed if a lender would close it, let us say. All the papers must be delivered to the purchaser, including the deed. So that means the transaction is absolutely completed. The money has changed hands and everything. Then the buyer would have a three-day period for any reason to decide that he didn't want the home and he could back out on it and demand refund of his money. Now lender cannot live with that and neither can a builder or neither can the realtor. Also consider that the second major provision of the bill is a two-year rescission. That if any time after two years or two years after this disclosure statement is given to a customer, that customer may find an error in this or something that was left out that should have been in it, and he may come back to the builder and to the lender consequently if the lender had alone and demand all his principle and interest. Payments back, in other words, a refund of all his monies that he's put into the home, plus he may sue for punitive damages, which can be anything, if you're familiar with the way lawsuits go. So that is the key items that have made this bill totally unworkable for the lenders and for the builders. It should be real clear that there was two other commissioners that were involved when this legislation was being drafted, and it got by both of them before Mr. Holbrooke had the opportunity to bring it to all of our attention. Now, he could soft-pedal this, but it isn't going to change the law in any way. He could soften it some by cutting down on some of the paperwork that is required and possibly changing some of rules and regulations. But that is not going to help us in the long run. This whole bill casts certain responsibilities on the tile companies and risks to the lenders that cannot be changed by a real estate commissioner. Thank you. And bring good governmental services as well as fair tax programs. And the point I want to make is that the way that is achieved is if the government of the state of Oregon and the governor's office continues the type of credibility that is had through these many years. In the area of taxation, in my viewpoint, prior to doing anything else, we ought to establish credibility in the tax program, and that to me means tax reform. I talked about that in 69. I talked it in 71 when I was in the House as a Democratic leader. I talked when I talked in the Senate that the people of Oregon want tax reform, and whether or not it engenders a great sum of money coming into the state coffers is almost an irrelevancy. But the fact is that people want to make sure that every citizen is paying his fair share based upon the ability to pay. The issues will really revolve around the energy crisis, because the energy crises, the effects of that will have a bear on our unemployment and our total economic health. And I think that should be the main issue. I know at this time we're going through what seems to be a traumatic experience for the solid waste disposal problem. And certainly, that will be one of the problems we'll have to resolve during this campaign and way before the general election. I think there is, yes. Obviously, the number who are now openly in favor of impeachment is small, but the Rodino Committee is operating. It'll come in with a bill of particulars. I would think that the bill of particular will be a recommendation for impeachment by early summer. And I also would predict that it would be a bipartisan report and not a partisan If it comes down to being faced squarely with the possibility of impeachment, do you feel he will resign first? It's my judgment, if the prospects are that he would be impeached in the House, that he would resign. I'm supportive, and I don't mean to quibble on the edges of the thing, it's just that I'm not ready to say everything that an oil company knows should be made available to the government and thus to the public. I do say I want the federal government to know what the facts are, and if we have to set up our own cross-check so that we don't just turn to the industry and say, you tell us what the story is. Somehow we may have to go in and get independent cross-checks, some of which will come from companies and some of we may be able to get on our own. That I strongly support. I want the federal government to know what the story is so that we do not depend second or third hand on it. Now whether that means it feeds in in the way of full disclosure of everything involved from the company or whether it means we say you've got to give us within broad limits the picture of what you have in the way of reserves both above ground, your real refining capacities and what you're really doing, and in the way of what you found, in the way of proven reserves. Somehow that information, most particularly proven reserves, must be made available to the federal government however we have to go about doing it. These are sales in which the seller says that you have to buy a particular goods or service in order to also purchase gasoline. The net effect of these tie-in sales is to increase the price of gasoline to the consumer, and it is the opinion of our office that this constitutes a deceptive trade practice under the law. And that we do have the authority to prohibit this type of practice. Well, I think the long-term results will be that there will be more gas in about a month, possibly. And in the short-term result, there's going to be several of the local stations that have closed down. They will be getting gas shortly. And Mr. Borvick, who is a service station operator, he can have more comments on it. He was a little disappointed because major stations will not be getting any quick gas right now. Was it worth hitchhiking all the way up here for? I'd do it again. Yes, I would too. Even with the independence getting gas, this is going to help the situation down there quite a bit. Right now, we're somewhere like 13th, 12th to 13th on the federal list. Let's say it's gonna meet and they're gonna be figuring out the gas allegation. The fire department is, fire department emergency problems are number one. Agriculture is number two. Transportation is number three. I'm hoping to get them to put the handicapped people, let's hope these people win with transportation, and for the gas allegation. Until line transit is made accessible to us. In other words, you think you're going to have the same allocation priority as the transit district until you can ride the busses? Yes, I do. I'm unable to ride the bus. I'd rather ride the busses to school than drive my car, because I'd be a lot cheaper in my pocketbook. But until Langtran is made accessible, we feel that we should have the same rights as they do in detaining the gasoline. Do you have any trouble getting to Salem? I don't believe so. I think the people in Oregon are really friendly, and I've never done no hitchhiking in Oregon, but I don't think we'll have much trouble getting to the potato. No one can contribute to a candidate's campaign without the consent of the candidate. The reason for this is that's the only way you can enforce a limitation on campaign spending. Doesn't the campaign contribution limitation I do not believe so. I think if the limit was too low at a figure where the incumbent would have a great advantage, then I think it would be a bad bill. I also think we forget sometimes that incumbents don't always have all the advantages. The incumbent always has to run on his record. But the challenger has a difficulty, then, in getting his name known, does he not? Yes, but I think the limits that were placed on the campaign expenditure, for example, $180,000, is sufficient money for a challenger to gain name familiarity with and to put on a good campaign. It's more than sufficient. That this is a transient and temporary situation, that the energy crisis is, we're focusing on how to do more with less in the energy area. Agriculture, for example, has become very highly energy dependent, and in some cases we believe energy wasteful. And if this can be dealt with so that we can perhaps with minimum impact on yields sharply diminish the resources of energy, for example, in crop plantings and so on, we think this is an area of significant importance. Our story last week was really a story of what happened in practice because we came back on Monday after playing so poorly at Air Force and I know I just got back into town from a recruiting trip and I knew I was dragging and we found out that a player had left our team then we found that Mark Barwick would be a possible not able to play and at that time we even heard he might not play for the whole year and I now the whole coaching staff walked out at 3.30 somewhat down but determined to do pretty well but hey we didn't do it these guys did it. And they went to work at a super week of practice and I think turned themselves around. Good things, great poise down the stretch, last two or three minutes. We looked at the film this morning. We didn't make a mistake the last three minutes of that ball game, and there were some walks and other things that could have been called against the other team. I thought we were very aggressive overall for the game. Everyone went after the ball, and finally everyone who played did something to help us win. In spite of the crowded conditions, communications with the outside seemed to be of equal importance with complaints about crowded conditions. There was a lot of comment on the lack of privacy of toilet and shower facilities. This really, the inmates felt, was a particularly degrading situation. Quite a few signed their names. One even gave his phone number. He was a weekend sentence server. And so if we want additional information, we have to call him. And here's another one. I don't know whether it's true that there is only one change of clothing per week, but there was this suggestion that clean change of clothing twice a week would be nice. And the suggestion that games such as checkers and chess available would keep things quieter and keep people happier. There was a suggestion that vocational training and regular studies in addition to the GED for sentenced prisoners should be available. One...
