Or has taken off the telescope, but is to put on a punched tape, and then next day at a convenient time it is sent by means of a tape reader through a data link consisting of a microwave and landlines to this computer here in Eugene. When everything is arranged properly, the computer will immediately reduce the data, that is to say do the arithmetic that is required, which takes a long time if you have to do it by hand. And then it will send the data directly by teletype back to the mountain so that we will know before the next night's operation what we did the previous night. It originated in Sweden back about to 1713 and is a fairly new concept in the United States. In fact, most elsewhere in the world. There are some recent programs in Great Britain, Australia, New Zealand, and Canada. Basically, how the Oombudsman Program works. Is it's another area of communication between the private citizen and his government. And it's a rather informal type system, in fact, where the individual feels that he's been aggrieved by some governmental action. Doesn't really matter whether it's negligence or incompetence or willful abuse of power or just plain old bureaucratic red tape. If he thinks that he didn't get quite the fair shake that he thought he did, presently in our system And there's not an awful lot he can do. You need an abusive process or something like that before you can get into the courts. And if it's just plain bureaucracy or red tape, something like, there's just not much place for the citizen to go. The way the program works basically is under an ombudsman program, he goes to the ombudspan and he tells the oombudspans his problem. And the ombudsman then is an independent third party. Who sort of investigates on his own. He's not an attorney for the private person. He's an attorney not for the governmental agency. But he looks at it on his own. And we'll have some areas and some lines of communication that he can look into the problem that probably were closed to the individual citizen. And he will be able to short circuit some of the red tape and get through and try to solve some of problems. How prevalent is it in the United States at this time? It is very rare in the US. I don't know the exact number of how many programs there are, but I would guess probably there are less than a half a dozen. There are probably a few programs originated at a local government level. The one in Buffalo where I'm going to, gets funded through the Office of Economic Opportunity but it's probably a growing concept. Ten years ago nobody in the United States had heard of it. Now there are probably six or seven programs. Probably in the near future there will be even more. As you're probably aware, Governor McCall and his inaugural address to the state legislature this year proposed an ombudsman program on the state level for Oregon. It did not get very far, which was not unexpected for a new concept. And this is just one of at least 90 fires that we have all through the forest. We also have some real problem fires in the Oak Ridge Ranger District, in which we're still sending men to these. McKinsey District reports that they have... Serious fires in the Big Lake area. And as you can see from all the pins on the maps, each one of these represents a fire. And we've got lots of problems. Now, in order to handle all these fires, it requires a lot of coordination. And that is why we have this room set up here as a dispatching center. These two men on the telephone here are the dispatchers. They receive all the requests from the districts. For men and for material and supplies in order to fight the fires, a call in request to our regional office to get men and equipment. Then over in the corner we have our two air officers. One is responsible, is E.C. Stout, and he's responsible for getting retargeting. The other one is Ed Harshman, he's responsibility for getting smoke jumpers to the fire. And throughout the state we have encountered from log truckers the common problem that there are increased cost in operating a log truck, but the return that you receive has remained the same or gone down. This has created a serious problem. And members of the industry are concerned. And we're here today to study possible solutions to this problem, amongst which our cooperative action with loggers and mills to see if a commission could not be arranged from each segment of each industry to sit down and discuss these matters and to channel some type of communication between the mills, the loggars, and the log truckers. To see if some way could not be obtained to negotiate satisfactory rates, which in turn would be helpful to the industry and help everyone. It has been our findings throughout the state that this is not a local problem of log truckers, but is prevalent throughout the industry. And this would also. Is caused by the decline in the lumber market. Tight money has affected the lumber industry. And all these factors together have hurt everybody. And we feel through cooperative action, perhaps a solution can be arrived in this problem. One of the things that will be discussed this afternoon is whether the state should regulate log hauling rates as they do in the state of Washington. We're going to discuss all possibilities and see if something can't be worked out that would solve this problem and be helpful to the
