Many of these men who've been there for a great long period of time, and many of them come from the South, are very autocratic about how they run their committees. I would like to see free and open discussion of whether there isn't a viable good alternative to this particular procedure. Unfortunately, the present procedure... Brings very experienced men to chairmanship, it does not always bring the most able man to chairmanship. Upon further investigation into the case and into the records and minutes of the meetings of the drug advisor council, I had found that there was in fact such a designation. The minutes of that meeting together with the chairman of the testimony of the chairman of the Drug Advisory Council, the secretary of the Drug Advisory council and the secretary the board of pharmacy all concurred in the trial in Lane County that there was in fact such a designation and we presented the written form of that designation to the court here in Lane County. Been told that the Secretary of the Board of Pharmacy did not understand the question that he was asked in the Lane in the Josephine County case. We maintained in all of our discussions that the South Lane District must be competitive in order to retain and attract the kind teachers that we want for the South Lane schools. We think the salary schedule that the board agreed upon in February would do that for this coming year. Incarceration, imprisoned, confinement, and reverse the trend that is starting. There will be little hope. Through the years, man has turned more people to crime. Then he has rehabilitated. To all the correctional efforts and activities in history. The major reason is lack of care. Our capability and our understanding is clear. But what do we do with our resources? There is not a more neglected profession. And phenology. Now there is nothing inherent in the educational system that ensures an institution of education from violence any more than there's anything inherent in any form of government that will ensure you from violence. You have to work carefully and effectively and the universities must address themselves with great care to this problem. They have got to communicate closely and constantly with their students. There's got to be a development of understanding that's all too frequently missing. And there may be some occasions on which it'll be necessary for some universities or colleges to look to local law enforcement to help maintain order. I would hope that would be very rare. And I think if universities really work effectively at it, it will be very rarely. Now, we live in a time of vast change. And we tend to judge tomorrow by yesterday. And that's a mistake when things change as quickly as they do. We have got to look as far ahead as we can. And we are awfully concerned today about our colleges. I've been concerned about colleges for several years now, but we need to look at our high schools and our junior high schools. South of Corvalis in the Eugene-Springfield area, the route suggested for Eugene traffic is north on Highway 99W. Junction City and on into Corvallis. There are two alternate routes which can be used by traffic in the area south of Eugene designated as numbers four and five. Specifically, they are the Beltline Exchange to Highway 99W and the Oh shit. And on Intercovales on Highway 34. Now, these two alternate routes will not be used unless traffic is such at the junction of Highway 34 and Interstate 5 as to warrant their opening. And at that time, appropriate signing will be in effect to indicate that particular movement. Traffic traveling to Corvallis from the west will use highways 34 and 20 and will eventually come into Highway 20 west of Corvallis and travel into Corvellis
