Nevertheless, juries have convicted him of burglary, sodomy, and attempted rape, and judges have slapped him with two consecutive 20-year prison terms with a 10-year minimum sentence. After the convictions, his attorney, John Halpern, had him committed to the state mental hospital for testing. He was found fit to stand trial. In September, Schroeder slit his wrist in a suicide attempt. Authorities think he broke off more of the window by hand, then pushed himself through the opening. The blood on the broken window indicates Schrodinger cut himself as he left. After that, PGE needs some other new plant to meet the growth in demand for kilowatts. Other utilities have reportedly urged moving the proposal to Washington State, where the nuclear climate is more favorable, or using the site for another coal plant, or toughening up on conservation, or getting serious about solar power. On the federal reservation at Hanford, Washington, plans reveal sites for dozens of nuclear plants. It still takes 12 years or so to gain approval. Even the Washington public power plants at Hanford are years behind schedule. Similar delays could face PGE. Commissioners went round and round for over two hours and were still unable to agree on what to do about a controversial road proposal north of Florence. That issue is a plan to reduce the status of one county road paralleling the coast highway and open up another road from the coast highway back into the sand dunes. The West Lane Planning Commission opposes opening Taylor Road, the one into the and dunes for fear it will spur development. They say that could pollute nearby Clear Lake, a major source of water for the city of Florence. The majority of the board, except Commissioner Jerry Russ, appeared ready to approve the Taylor Road dedication, but they could never agree on how to do it. Several motions died for lack of seconds, while others were illegal, according to the county surveyor and the county council. The board finally gave up and postponed action for another week. And while the Taylor Road controversy continues, eyewitness news has learned another controversial road is due back before the board shortly. County Council Bill Van Vactor has opened the way to reconsider the public dedication of Mazama Road between Crestwell and South Eugene. Van Vector now says there are no restrictions on the resubmission of road dedications. Earlier this year the Mazama road application was defeated on a 2-2 tie with Commissioner Otto Tehoft abstaining. County Planner Jim Mann says he'll again recommend against the dedication. Nearby neighborhood groups have also vowed to fight it. They're afraid the opening of the road will lead to new development.
