But continuous cutting of this budget will dilute it to the point where we will no longer have the best or one of the best systems in the state. We'll have to give up many of the innovations and the new practices and teachings. The basic tax base, or the tax base in this district, is so ridiculously low that it does not even cover the fixed charges which have been budgeted and which are necessary under Even some of the critics of our district realize that the tax base is so low that we cannot possibly operate without voter approval. This election is to be tomorrow on Thursday and we urge your support. I think you find that performers in the film medium... Depending on the frequency that they appear. If you made three pictures a year for 30 years, you get nonetheless to portraying Jimmy Stewart in a different title show. I mean, it does not end up to be a startling, different characterization. If you do a television series where you're on once a week. Three years, you have ended up with the same amount of film product that another performer has taken 30 years to do. The thing we need to remember is that it's not an Oregon problem. It's not unique to Oregon. It's a problem all through the nation. Solutions haven't been found anywhere, and we haven't found an absolute solution. But we are in the board and with the chancellor and with presidents trying to make every effort to anticipate problems and to meet them so far as we can, looking ahead to the fall term in September. Now, we've reaffirmed our policy on the board that the schools must be open, that classes must be taught, that there shall be no interference with property or damage to property or interference with the school or injury to persons within those limits. We not only permit what would encourage dissent, opinions to be voiced, students and faculty to be consulted, to have a voice in decisions, that's not to say that we delegate decision power. But have a voice and be heard before decisions are made. We are trying at the local level to improve the student conduct codes, to remove situations in which we have what we call a state of helplessness with academic codes and conduct codes sabotaged from within. We're trying to plug loopholes to provide for fair, but also prompt and complete determination of any problems which arise. Now I don't know that it is. They do have the president, they have the various committees, they share and serve on many of the committees. I don t believe they're frustrated in that sense and as I've said and we've all noted, many of current problems which are at the top of student unrest don't relate to administration of colleges at all. Most of them relate to the war and to these other issues, the expanding war, the Black Panthers and seals and police. Other issues which don't really involve the schools. I think they're reflecting on the campuses, their disaffection with society in general, not really matters of local school administration. It's very seldom there's an issue involving the administration of a particular school. This was true and completely at Portland State where we had our biggest upset and our most serious trouble last May. There was not a single issue there which involved the university administration. I don't know what may happen. I think the legislators, and I'm now speaking as an ex-legislator, having been there 10 years myself, so I think I understand the legislative viewpoint. Most of them legislators are responsible, and I would be very surprised if you'd find them using the revenue and appropriation power as a means of enforcing fixed attitudes on higher education. That's what some people fear, that they'll actually withhold appropriations from a school which isn't doing what they want. But I have confidence in the balance. Of the majority of the members of the Legislative Assembly who realize there are two other branches of government of which we are one, the executive branch and the administrative branch. And I don't really fear any reprisals. And it's like a carpenter who's trying to build a house, he can't build a house with rusty equipment. He's got to have equipment that will work effectively and well. And for far too long, the Congress of the United States has labored along with ineffective archaic procedures. We have for four years, ever since I've been in the Congress, been striving to come up with some revisions that were meaningful in the way of congressional procedures. Finally, the bill that the Rules Committee have been struggling with for several years was sent out to the floor and fortunately they sent it out with what we call an open rule.
