Eugene's council and staff are convinced that it will be cheaper for those residents to annex to Eugene. And to make that even more attractive, the council adopted what's called a tax differential plan, which will give newly annexed areas a lower initial property tax rate. That rate would increase over a four to six year period until the full city tax rate is paid. City staff hopes to launch a public Information program by late summer that will outline this new annexation program The council also discussed changes to the city's sign code today. Most controversial was the use of sandwich boards for advertising in front of small businesses. After a lengthy discussion, the council decided to allow their use on the downtown mall and on 13th Avenue near the university, but continue to prohibit them elsewhere in the city, a prohibition that is widely ignored. But to be effective, Republican candidate Greg Henderson says they need to work together, marketing their cities alongside the rest of Lane County and the state.
