Now there's a proposal to accelerate springtime flows through the Hells Canyon dams to flush salmon smolts downriver. That's being looked at warily by the government agency concerned with preservation of the man sites, the U.S. Forest Service. Relics of the prehistoric people are found in sandbars, beaches, two of which have yielded evidence of Indian villages dating back 7,000 and 10,000 years. But in recent years, high water flows have caused erosion so severe that a concerned U.S. Forest Service archeologist said vast amounts of information about the ancient people are being lost. Also, dams on the snake stop normal flow of silt that would normally pile up on the beaches, rebuilding them. Apparently, there are artifacts almost beyond belief in Hells Canyon, some of which are displayed at a place of more recent human occupation. Here at the historic Kirkwood Ranch, once owned and operated by Len Jordan, the sheepman, whose political aspirations culminated in both the governorship of Idaho and a seat in the U.S. Senate. Unfortunately, wood stoves also pollute the air. So the 1983 session of the legislature passed a bill to make wood stoves sold in Oregon more efficient and less polluting. Manufacturers wanted the legislature to adopt the new regulations, mainly to keep the matter out of the hands of the DEQ. But the legislature did leave it up to the DEQ. And sure enough, the agency has proposed rules that industry people say are impractical. Manufacturers have been sharing their displeasure with the DEQ at a series of public hearings around the state, like the one this afternoon in the Eugene City Council Chambers. The proposed regulations would cut wood stove emissions by 50% in 1986 by 80% in 1988. It's the latter standard that has wood stove makers upset. The film had an advanced billing of good, clean fun and lots of thrills and chills. But once in the theaters, a lot of moviegoers found it a bit bracing. True, there were no tight shots of naked breasts and no flagrant sex, no exceedingly harsh language, but there were a few particularly gory scenes, one of which included a spontaneous and primitive sort of heart transplant without the new organ. Temple of Doom was rated PG. But if the motion picture ratings board were looking at the thing this week, it just might label it PG 13. Maybe the upshot of the new rating is that the board will at first end up with some subtle, maybe even shaky distinctions. But with the vast gulf that was growing between the PGs and the Rs, it was probably necessary just to give the moviegoers some prior warning. And that still leaves the horror films and the offspring of Porkies to hang on to the R ratings along with some of the other more mature films. In the end, there's just one unlabeled category I'd still like to see. I'd call it Z for the sound the audience makes during the boring movies.
