The authority's decision and the careful deliberate manner in which that decision was reached reaffirmed the correctness of my appointments to this vital agency. Theirs was a landmark decision in several respects. For example, it marked the first time in the nearly 40-year existence of the authority that hearings have preceded the actual decision on an application. And incidentally, I was impressed with the size of the turnouts for these particular hearings, and I was as impressed as well with the soundness of many of the points that were made in those presentations. The decision marks a new era of political awareness in the state of Oregon. It accepts only the most modern plant that it is possible to construct anywhere in the world. And this, in turn, will become a floor to be applied in the future to industry. Thus, the long-range effects will be to lessen pollution in Oregon without crippling the ability of Oregon's industrial base to grow. The effect will be to force on industry a competition. The 35 miles southeast bend at an altitude of 6,260 feet in a site which I think will probably turn out to be one of the very best observing sites anywhere in the United States. Now we're going to be studying mainly the variation in brightness of stars. In other words, there are thousands and thousands of stars in the sky whose light varies for one reason or another. Sometimes they pulsate and with periods that are a matter of sometimes minutes, sometimes hours, days, or even years. But the things that interest me most of all are the close double stars, which eclipse each other. In other word, the plane of the orbit is so inclined so that as the stars revolve about each other, they eclipse each other twice per revolution. Now if you can measure the variation in light during one whole period, including the two eclipses and the spaces in between where there are no eclpses, then you can learn a great deal about the diameters of the stars, their separations, their colors, their temperatures. An enormous amount of information is the sort of thing the astronomer has to have. He wants basic data before he can come to any theoretical ideas as to the origin. Punches of paper tape that looks like this. This paper tape, in turn, is taken after an evening's readings and is placed in this what we call a tape reader over here. Place the information in the reader like this. And you hit several buttons on here. And the reader begins to work. This information is being received on a machine just exactly like this at the university. Now, after this information is completed down there, it's fed into the university's computer. They have an IBM computer down there. It takes about 15 minutes to run this information through. It takes roughly five minutes to process it. And that'll take about another five minutes to send it back. So instead of the scientists having to spend up to, say, 20 hours. To hand calculate the information. On a four-lane Highway, at any time you're driving at or below the prevailing speeds, you must drive in the right-hand lane. This is designed, of course, the whole statute is designed to prevent the type of situation where the following drivers become totally frustrated and then through some human failure, pull out and try to make a pass at an unsafe or unsafe opportunity and the result is an accident that may take several lives. So if you're driving tomorrow with your campers or trailers, please remember that the new statute now requires you to pull over. Passing traffic. There seems to be confusion in certain motorist minds as regards the difference between the recently enacted slow moving vehicle emblem statute and the law requiring slow moving vehicles to pull over to let traffic pass them. The emblem that I have here is the slow moving vehicle emblem. Beginning January 1, all vehicles on state highways. Vehicles which are designed to travel at speeds of 25 miles an hour or less must display this emblem. Thus the motorist coming upon this emblem knows he is catching up to a very slow moving vehicle and can gage his speed accordingly.
