Perhaps the most notable recent example is Bolivia, where the major reason why Che Guevara failed was that 95% of the Bolivian peasants had already received their own land in the Bolivia non-communist revolution of 1952 and 1953, and they just weren't buying. Of course, I think it's extremely important. I think there's nothing else that's more important. I think higher education has some serious problems. First of all, there are so many additional and new and the numbers of students have increased tremendously. As an example, when I came here about this time in 1961, this university had registered in the fall quarter, I believe, some 7,900 students. Last fall, we registered 14,524, if the figure I recall correctly. This gives some kind of graphic concept of the increase in size, and that's not unique here. This has been all over, nationwide. With it has come, of course, a tremendous advance in many areas of knowledge and science, particularly in technology. And with it, of of course has come the need to learn so many more things. These all have had the general requirement or requiring of needing more funds. And funds have been hard to come by. I think that one of the problems that higher education has is achieving enough support from state and federal government to perform the tasks and to take advantage of the opportunities that are here. There's, of course, a greater desire on the part of young people to participate, to become involved. And this is all to the good. There's a need for a marked stimulation, and I think we're seeing this today. Marked stimulation in being concerned about abroad the whole scope of human activity and endeavor. As young people become involved, this leads to some feelings of uncomfortableness on the part of older people, older people like myself, perhaps. But it does lead to, it requires that... We reassess our senses of values, of our standards, and to be prepared to listen carefully and in wherever necessary to change those values, to keep them up to date so far as we can. I suppose one, I hadn't thought about this before, but I think during the eight years that we have been here, the world has been in some kind of turmoil, serious turmoil. This nation has been involved. And this has brought, of course, a great many serious problems and concerns on the part of student and faculty. Certainly, we are all aware. No one could hide the fact that the Vietnam conflict has been a challenging one, a serious one, a disturbing one. It's one that different people can come to markedly different conclusions about. Certainly, the draft and all of the things that are implied by. Young men being required to perform in the armed services have caused some serious dislocations and some serious concerns on the part of those young people. In the last eight years there has been a marked increase in federal funds that have gone in to support scholarships, loan funds, and buildings on institutional grounds and things of this kind, but still not enough, because of the very size, and uh... Scope of the demands that are here. During the past eight years and extending farther back than that of course, society has come to expect more public services from the universities. There was a time, 20 years perhaps and more ago, when the universities were not quite as involved in most everything that happens. But if If one could just think of Oregon State. Pretty difficult not think about it and remember that we're involved in one way or another with air pollution with water pollution with all aspects of the industrial development in this state we've of course long been involved in agriculture I've made the statement I think it still holds true that very likely every variety of crop plant and vegetable and tree fruits and bush fruits that are grown here in this State as well as all kinds of livestock endeavors have had some impact from Oregon State University in the course of time. The Cooperative Extension Service, which is present in every one of the 36 counties, has played a very active role in taking the results of the laboratory and the field test to the farmers. It has played an active role of enlisting and encouraging young people to... Join 4-H clubs to become members of Future Farmers of America and to set their goals high and that and hope to achieve their utmost in higher education and their utmost for their own personal satisfaction. This is quite a legacy. As far as the violation, however, the invasion of civil rights or human rights, I would point, first of all, to the use of the additive chlorine to the water, which a few people take exception to, but which for the preponderance of our citizenry, enhances their state of good health. Sometimes, I mean, you must face the issue that you cannot please all of the people with all of your actions, and you will, I suppose, in many instances, impose upon 1% or 2% or 3% of the citizenry in some measure, a policy which will benefit the other 95 or 96%. These researchers, or these researchers, shall that without question the value of fluoridation in reducing tooth decay is unquestionable. These reports in an article done by the University of Michigan show studies over 40 years on the value fluoridations and how it affects the body. Many of the arguments against fluoridate are that it is accumulated in the body and so forth. These studies show over a 40-year period. That no harm to the internal organs, to the bone, to the body tissues themselves, occur from the use of fluoridation. The value then lies in that the fluoride itself does strengthen the teeth and make them more resistant to decay. By putting the fluorite in the water, we are able to get the fluoridine to all of the children of our community. And by doing this, we help to reduce the amount of decay that the child will
