We emptied all the catch basins and had the water levels low. So when the Spring Floods came, we could take care of them. We don't believe in waiting until after the house is on fire. It's worked for 200 years and these New repressive laws that are being presented by the House committed un-American activities and unfortunately supported by both the President and the Minority Leader are all threats and violations of this principle of the freedom of ideas. If it is corrupt or corrupting for a candidate to buy that office, it's just as wrong for someone to buy that office. For that candidate. No less than seven out-of-state major oil companies have contributed some $82,000 to defeat of ballot measure number six, the measure to save our beaches. It is also significant that I have just received a telegram from still another great oil company, the Union Oil Company. The president, Fred Hartley, telegraphs me that on learning today... That you, the governor, believe state ballot measure number six is the best way to solve Oregon's Beach Act position problem rather than leave the responsibility to the legislature and the Highway Commission, we at this point take a neutral position in the matter and will be happy with whatever decision is made by the electorate, the people of Oregon. This is a responsible attitude, it seems to me, by an out-of-state firm. This is not a joke I usually tell but I heard the president of one of your universities tell it today. I'd heard it before. I'm not surprised. I said that this, I got the impression the vice president thought it was a warm endorsement and it was quite a deal. It was all right. But I meant it to be a positive one, although I expressed, as you know, I think, in my statement, that I thought that he could have come farther in support of our position against the war. I'd hope that he would have expressed himself somewhat more clearly about the demilitarization of American policy and also on the issue of the draft, and, thirdly, that he might have spoken out somewhat more with reference to the changes in the political process within the Democratic Party. I don't mean to say he had not come part way, but that was really not the issue in the last week of the campaign. It was rather a choice between him and former Vice President Richard Nixon. And I thought that on two grounds that a difference could be made and that these differences were significant enough to establish the basis for a choice and not just for a choice, but I think also for some effort in the campaign, the first was that on domestic issues. On the record, he had shown a rather better understanding of the problems of this country and a willingness to do something about them, and that in this campaign, what he had had to say had, I thought, more pertinence to the realities of American life. Sir Nixon has indicated he has changed his position some. He used to be against all programs, domestic programs. He said in the old days... Whether it was education or whether it was health, the record generally showed his opposition until a program was established, at which point he recognized its existence. He was one of those Republicans in the old days who, if you said to him there are problems in the city, he would say, yes, but there are also problems in the country. Or if you say the young people need help, he will say, well, so do the old people. Or if you said, look at our condition overseas, he'd say, look our condition at home. No matter what you said he had a balancing problem, and he would generally say that the deck is level in any case. And there was no water in the first class cabins. That was his early position. The ship was just sinking gradually in the water, on the level, however. He's more advanced now. He represents today what we call the short rope approach back home. And that is, he recognizes the problem, says there's some trouble. But as much as though he saw a man drowning 20 feet from shore, he throws out a 15-foot rope and says, I've gone more than halfway. And he expects everyone at that point to stand up for him. I always thought that was somewhat offensive with reference to my personality. It's vital to our future to realize the significance overall of tomorrow's balloting. Let's not stay home grumbling, for that in effect is a vote against our vaunted two-party system. So let's be participating citizens tomorrow, acting as proud adults. But this is a classic example, I think, of the power of advertising to defeat a ballot measure. There's no doubt in my mind, but that the ballot measure was defeated because of the confusion that was created in people's minds by the large amount of money the oil company sent to Oregon to spend to defeat this measure. They succeeded in convincing a number of voters that the beaches already belonged to the people of Oregon, and on this basis I think many people voted the measure down. This is too bad. This was Not true. But the election is over now, and we have to do the best from here on. What we can do and what we hope to do is to get the legislature to act and to provide the money, because this is the basic problem. This is the base need. If we're going to make the beaches public, all of the beaches of Oregon, it's going to take a large amount of money to do that job. And for the sake of every one of us, and for the sake the nation, that we will really unite behind him and give him our very best efforts. President Nixon and I will not agree 100 percent on everything that either I propose or that he proposes. This suggestion that you talk about particularly here, I see less as a conflict than something that needs to be threshed out as to what we're really reaching for. A major share of space spending right now, frankly, is through the military establishment. The direct budgetary expenditures in the field of pure space of a civilian nature is in the area of four billion dollars a year. But the total spending in the area of space approximates $7 billion a year, so that you can see already, and that difference, you see, comes through military spending. I personally do not incline to feel it would be a sound idea to hand the whole space program to the military. There are too many other potential utilizations of space.
