It's just that the county is worried about getting into anything that might cost money. So they asked General Administrator George Morgan to redraft a proposed agreement to make sure the task force doesn't commit the county to spending anything. He'll bring it back in two weeks when the commissioners are expected to sign on the dotted line. The city of Eugene has already approved its role in the Intergovernmental Task Force. The city is sending out forms so they can choose their seven members. The county will get to choose four, add one city councilor and one county commissioner and it all adds up to a 13-member group to study the proposed canal and its public benefits. Among them are irrigation for the junction city area, power generation at Fernridge Dam for the Springfield Utility Board, and recreation and economic development for the City of Eugene. The attorney for the Canal Citizens Committee says everything is going according to schedule. The Army Corps of Engineers money that Senator Hatfield has got for us will be for the federal fiscal year beginning in October. Senator Hatfeld may be able to come up with some $50,000 through the Army Corps to help finance the task force study. The two Coburg men wanted to know why a Lynn County deputy would leave a disturbed man laying on a hot road in Lane County. We asked Lynn County Sheriff Ken Goen. He says that a deputy had taken Toussaint to a motel Sunday afternoon after his truck had broken down on Coburg Road. Another deputy brought him back to Coburg road later in the day. Both deputies had been responding to complaints about Toussaint's behavior. Sheriff Goin says that Deputy Mike Walker left Toussaint on the side of the road on Toussain's request. Goin said that neither deputy found Toussint to be anything but polite, though they both thought that he seemed disturbed. The problem, Goin say, was that Toussient had not broken any laws and that, in the deputy's opinions, he was not disturbed enough at the time to qualify for psychiatric care. Finally, Sheriff Goon posed this dilemma. It's amazing, he says, how much authority that citizens think the sheriffs ought to have when those citizens want the sherifs to arrest someone else. But when those same citizens are the subject of a sheriff's investigation, they think the sheriffs ought to have very little power. He says that Eugene needs to annex more industrial land to send a strong message to outside firms that the Eugene-Springfield area is desirable. Gleason says that Eugene should revitalize its downtown core, both commercially and in housing. He hopes the city will aggressively market the new performing arts complex. He was given authority to hire a consulting firm to help small businesses get money for new adventures. Gleason says that the role of CETA should be expanded to complement the diversification. And finally, he encourages future development of capital ventures like roads, sewage treatment, and the airport.
