The 911 emergency phone system is another way to make it easier to get help quickly. Beginning Friday, you will be paying 3% more for your basic phone service. That money will go into a fund that will eventually establish the 911 system throughout Oregon. But there's good news too. The federal excise tax on your phone bill will drop from 2% down to 1% in 1982. It's been dropping 1% a year for the past nine years. Something else has been dropping the past 9 years, the quality of Oregon's roads. The legislature decided to do something about it this session. After years of resistance from voters, they were able to pass an increase in the state's gasoline tax. You'll pay an extra penny at the pump beginning January 1st. The State Highway Division predicts that the increase up to 8 cents a gallon will add another $21 million a year for road repair. Approximately 4.4 million will go to counties. Another 2.6 million goes to cities. And 14 million will help repair state roads. The extra revenue will barely help the city of Eugene. State money has not been enough to meet Eugene's needs for several years. The maintenance division has had to spend most of its money doing small things like fixing sidewalks and picking up dead animals and leaves.
