Measure number five would legalize the possession and growing of marijuana for personal use. Measure number six is a constitutional amendment that would prohibit state funding for abortions unless the mother's life was in danger. And measure seven gives Oregon voters one more chance to decide if they want a sales tax. This one's a 5% sales tax dedicated to school support. It would reduce some property taxes and is backed by the Oregon Education Association. Those three measures have all been certified and will appear on the ballot. Signatures were submitted last week for another measure that would prohibit telephone companies from charging for local calls on a per call basis, commonly referred to as measured service. Those petitions have not yet been certified by the Secretary of State, nor have the eight others that were turned in yesterday. They include three anti-nuclear measures. One would close the Trojan nuclear power plant until there is a permanent dump site for the wastes. Another would force Teledyne Wachang to clean up the sludge ponds near the Willamette River that contain low-level radioactive waste. And supporters say the third would turn Oregon into a statewide nuclear-free zone. Property tax relief is the aim of three other measures. A 2% property tax limitation measure is making another appearance. Supporter Ray Phillips says he's confident the fifth time will be a charm. Oregon Fair Share and a group of Democratic legislators are behind a homestead exemption measure. It would lower property taxes by exempting $25,000 of a home's value from taxes. They've also collected signatures for a companion measure. That would pay for the homestead exemption by raising corporate taxes and personal income taxes for those with more than $26,000 in adjusted gross income. Another measure that may make the ballot would expand the rights of crime victims during the trial, sentencing, and at parole hearings.
