Mill owners were caught with huge inventories of finished lumber when the economy turned down. Many are still feeling the effects of having to finance those huge stacks of slow-moving goods. So the mill owners have grown conservative. Most will not spend the considerable time and money it takes to restart major operations, unless they're sure that this time there will be a market for the goods they produce. And that is causing some problems. Now that interest rates have come down, lumber buyers throughout the country are hoping for an increase in construction. Spurred by speculation and attracted by low prices, those buyers have all but gobbled up the already meager supply of lumber now available. Prices have shot up astronomically. Random Lengths of Eugene reports that this week's composite lumber price is $230. That compares with 197 only two weeks ago at the all-time high of $290 in 1979. Analysts say the recent two-week rise is the sharpest price increase in history. They believe the prices will remain high until mills have enough confidence to boost production.
