He spent 16 years in the Oregon Legislature, the last two as Speaker of the House. Eiman is currently president of the Emerald Peoples Utility District. If elected, he says he will work to lift the moratorium on bond sales, which he says will create jobs. The Lane County farmer says no one else can provide the financial leadership he can. However, Democrat Jim Hill thinks he can do as much, if not more. The Salem resident has served in the Oregon legislature since 1983 and is a corporate accounts manager for a Wilsonville company. Hill says he will aggressively seek state investments. He favors the expansion of the baccalaureate bond program, which helps Oregonians finance their children's education. He'd like to see similar programs established for retirement and the purchase of family homes. On the Republican side of the treasurer's race, David Chin has worked in government administration or finance since the late 1960s. Most recently, he was associate director of the Farmer's Home Administration, based out of Washington, DC. The 56-year-old Beaverton resident says, if elected, his primary objective will be to improve the management of Oregon's money. Chen was born in China and immigrated to the US in 1949, where he obtained a graduate degree in international law and relations. He says that background will help him promote trade with Pacific Rim countries, and that will help create jobs in Oregon. Chen's opponent in the Republican primary is former Oregon legislator and Eugene City Councilor George Wingard. The president of Wingard construction says if elected, he will eliminate an administrative assistant post in the treasurer's office and replace it with an advocate for Oregon investments. He also would create an honorary Oregon advocate chair, which would be held by volunteer investment experts who would analyze and promote investments. Wingard says he will also try for the chairmanship of the State Investment Council so he could be more directly responsible for decisions made by that body.
