Acids in the air mix with the humidity and cause an image to be lifted off the paper, usually transferring it to another surface. In other cases, the acid in the area activates the acid that was used to make the paper causing disintegration. There's a process to deacidify valuable documents and the procedure is very simple. Keith Richard, archivist for the University of Oregon, employs this preservation technique frequently. He must first test the acidity of the paper, then dips it in a solution to make it more alkaline. After it quickly dries, the paper can be encapsulized between layers of a plastic-like substance called mylar. Pages which have been treated will last for 50 to 100 years. On the A parts, the district can ask for a levy similar to last year's with adjustments for population and inflation. The B ballot must be paid for entirely by the taxpayers. It allows voters to approve more money in a separate tax measure. There can be several B ballots. Voters can pass the A part but reject the B measure. However, a B ballot cannot be approved unless the A is passed either at the same election or an earlier one. Once the A portion is passed, the B measure can be voted on two more times. The way this money is split is determined by a specific formula. The legislature passed this system.
