At Monday night's Budget Committee meeting, a tentative compromise was reached that should hold water through the final Budget Committee meetings on Wednesday. Under the plan, Sheldon and Echo Hollow pools will remain open year round with no weekend swimming at Echo Hollow. Amazon Pool would remain open only during the summer months with no evening swims. Jefferson Pool, already beset with mechanical and financial problems, would be mothballed Definitely. In addition, all user fees would be increased an average of 50%, sending children's daily rates up a quarter to 75 cents and adult rates to $1.50. That will make but a small dent in the increased cost of keeping the pools open. All of this will cost the City $277,000 more than the City Manager's budget recommended. Despite that, last night's subcommittee reports came very close to accepting the full budget figure. The major wrench was thrown by City Councilor Brian Obie, who suggested the idea of cutting the budget even further by not implementing all of the property tax increases that the city has coming. City staff was asked to prepare a hit list of service cuts that would be needed to meet Obie's proposal. But there is considerable hesitation on the part of Budget Committee members to reopen the entire budget process at this late hour. Even Obie admits that his proposal has difficulties and he himself has yet to with his own specific list of cuts. The staff list of cuts is sure to include such popular programs as libraries and senior centers and that's a political hot potato that the budget committee is probably not ready to handle. Thursday night, a man flagged down a woman and her three children on the road from Marcola to Springfield. He wanted the car. When Elizabeth Downs refused, he opened fire on the family, killing the seven-year-old and seriously wounding the two other children and their mother. Friday, the manhunt began in earnest. Every laying sheriff's detective was pressed into service, looking for this man. But as the weekend began, the sheriff conceded he had no good leads and no motive for crime. Raymond Ains was found guilty of attempted murder and various drug charges this week. Ains had been charged with shooting at a policeman who raided his home last year. He said he didn't know the raiders were police. But a jury believed otherwise. Ains will be sentenced later. His legal team promises an appeal. In her murder trial this week, Barbara Harris sobbed on the witness stand that she wanted her husband back, that she loved him. Mrs. Harris is on trial for plotting to kill Robert Harris by bombing his car last December. Her testimony Thursday so moved the jurors that some of them were seen in tears too. Barbara Harris's fate is expected to rest in those jurors' hands as early as next Tuesday. Money or lack of it was a big issue this week. That's the overriding conclusion of the Eugene Vagancy Task Force report. But not every vagrant is a bum off the rails. In fact, the report defines several types of vagrants. There are, of course, the traditional hobos, and there are a large number of transient alcoholics. But the city also has a problem with young people who prefer to hang out on the downtown mall. Mental patients are often left to roam the streets, and there more and more newly unemployed and their homeless families. Finally, the most dangerous group of vagrants are those that the report calls predators. The task force takes a hardline approach to the predators. They are the people with no ties to this community who commit the majority of transient crimes. Easygoing citations don't stop those crimes, so the report urges tough jail sentences, even though that is an expensive alternative. The taskforce wants the city to crack down on landowners who leave buildings abandoned and the encouraged stepped-up police patrols. Some vagrants are less threatening, and the report treats them better. The task force encourages mediation for nuisance problems and a greater network of housing, counseling, and medical care for those suffering from unemployment, alcoholism, or drug dependency. They emphasize the need to stop any more plasma centers from locating downtown and to closely regulate those that now attract dozens of transients. The most ironic recommendation concerns the rain cover next to the plasma center on 10th and Willamette. The city has been trying to find ways to get more of those covers downtown to attract shoppers. But the task force says that this cover attracts transients. But Thursday, our reporter, Anne Bradley, obtained affidavits of the testimony of one of the two surviving children. According to one affidавit, eight-year-old Christy Downs told police there was no stranger present when she was shot. The news appeared to cast more suspicion on Mrs. Downs, whom police had already named as a possible suspect.
