The criminals could not be placed in a tiny Lynn County jail because it was far too crowded based on federal standards. County commissioners drafted and redrafted a ten and a half million dollar levy plan. They went in front of TV cameras and were quoted by newspaper reporters in an effort to convince Lynn County voters to take on the financial responsibility. Ultimately, the voters said no. However, in Marion County, after highly publicized prisoner releases, a jail levy was finally passed, putting Marion County out of potential legal battles with the federal government. Lane County, lacking the money to build more floors on its latest jail facility, evolved a no-cost strategy to deal with overcrowding. County commissioners adopted a one-in, one-out policy. A threat to prison inmates was a killing syndrome called AIDS. Often spread by homosexual activity, no AIDS patients were detected in the prisons. Prison administrators, though, said a health safety plan was in place should an AIDS victim turn up in the prison population. Health authorities say the precautions to avoid the spread of AIDS are exactly the same as those to avoid the spread of hepatitis B. Well, Lane County jail inmates were alarmed to find out.
