The odds are good that this infestations will be wiped out next spring. But as long as there's traffic between the Northeast and Oregon, the gypsy moth will continue to be an unwelcome visitor. For 1981, Klubers back to the clay for some new explorations, this time with a $5,000 grant from the National Endowment for the Arts. Alan Kloober's latest projects are these ceramic tubes. They don't look like much on the shelves, but they're a new type of architectural light that Kluberg calls illuminated clay. In the process, Kluber rolls out pastel colored pieces of clay into very thin sheets. The effect requires repeated rolling and turning. Once he's got the desired size, he shapes it on a dowel into its long cylindrical form. Add some finishing touches, fire them in a kiln, and you have the lights. And the results in a darkened room are something to be seen. Suddenly, those pastel colors are vivid, the shape of lifesavers or the 64 Crayola crayon. And in addition to their beauty, the tubular lights and some of Kluber's other alumed creations give a warm, soft radiance to a room. Weaver is the ranking Democrat on the House Water and Power Subcommittee. In other words, he didn't want the county exposed to any further liability. The settlement had left open the fair's right to refile the suit if the county tried to implement another law restricting the fairs' rights. Well now Lane County has filed motions challenging the judge's authority to dismiss that settlement. Specifically the county challenges Judge Allen's authority to require a guts hide and feathers settlement. County also contends the law the judge relied on is unconstitutional in itself. County says the law is un-constitutional because it doesn't have clear standards for making such a decision. That it violates the constitutional doctrine of separation of powers. And it also requires the court to render an unconstitutional advisory opinion. While Judge Allen says he was protecting county taxpayers, the county says the public interest is protected by the Open Meetings Law, the Lane Manual, and the public's right to recall elected officials. The county says it intends to subpoena Federal Magistrate Michael Hogan to show Judge Allen his dismissal was out of line.
