There are fewer vehicles on the highway. They tell us that the traffic count is down about 12%. And there, of course, is much lower traffic count on the weekends. Oh yes, quite a bit. We get quite a comment on why should I pay, if he doesn't, but we have nobody that is trying to cheat on their income tax or anything. We feel that they're still giving a fair, complete, accurate return. And we get a lot of comment on it, but they still aren't trying to get out of the tax angles or anything like that. Do you think they're looking for extra deductions maybe? Yes, legitimate deductions, they're looking for this, but they aren't trying to take a fraudulent deduction anyway, but I can see. Give me some space. I think it was a crime, like it would be if anybody else did it, whether he's the fact that he's president doesn't seem to make a bit of difference to me and I feel that he should be prosecuted the same as if you did it or I did it. Well, I don't know what I read in the paper, but I feel kind of dubious about him not knowing anything about it. I don't entirely feel that he's to blame because, you know, really he's not the one that figures out his own income tax. He's certainly got lawyers and income tax people to do this for him. Not like you or I, we sit down and we figure our own, but his, I can't see where they can really stick him with that. Well, I just basically think he's a crook, and I think it's really an impeachable offense, his income tax evasion. I feel he's just as much right to pay him as I am. He should pay. He should. What can I say? I think he's kind of a stinker. He expects everybody else to pay their taxes, but doesn't pay his. It's kind a stinky way of doing, isn't it? Well, I think we see the profound impact the automobile is having on our city and the need for some transportation alternative in order that the urban areas can develop into places of good livability. And rather than continuing to build laces of concrete through the centers of our cities, we think it's time to look at mass transit as the best means of doing so. Yesterday the county commissioners gave permission for adults 16 and older to ride bicycles and walk along Beltline Road and Delta Highway. Beltline is limited to traffic between Coburg and River Roads. The commissioners took several weeks to make the decision knowing that the speed of motorized traffic would be a hazard. Both highways have sufficient asphalt shoulders to handle bicycle traffic. The shoulders on both of the roads average six to eight feet. A solid white line separates motorized traffic from the bicycles. The problem centers around the bridges on both roads. The bridges and overpasses are wide enough to handle four lanes of traffic with no room for non-motorized vehicles. The speed of the faster and larger vehicles has a tendency to draw smaller Trig into it. At the bridges, the separation between trucks and bikes is so slight that the commissioners were hesitant to pass the ordinance. However, the number of requests to use the highways has swayed the county commissioners to approve the measure. The primary motivation was supplied by residents who needed the roads as a shortcut to get to work and to the Valley River Center. Applications for permits may be filed with the Public Works Office on Roosevelt Boulevard. The Commissioner's ruling will undoubtedly provide cyclists and pedestrians with a shortcut to work and to the shopping center. But standing here along Beltline Road with the traffic whizzing by, it appears that a great deal of caution will have to be exercised to prevent that convenience from turning into a tragedy. On Beltline Highway, this is George Shortus reporting. Our military has been training the military in Chile and we know that there has been CIA participation in the elections and in the planning for the coup and the carrying out of the coup. And we believe that there is still U.S. Presence in Chile today and we would like to see an end to that. And in addition to that... We know that the Chilean government has made a request for $1.2 billion more from the US government. And since we are convinced that the Junta government is not concerned with feeding the needy, we believe that that loan should not be made. Chances are, you know, the opportunity for baseball will come up a lot sooner than football will, you know, because this spring I'll be eligible for the draft. So, you know, it'd be hard to say which one I'd, you know, want to pick because I like football and I also like baseball, you know, and it'll be a tough decision when it comes about, you know. But in order to reach your full potential, wouldn't you have to specialize in one sport? Well, they told me the same thing coming to college. They told me that, well, you're going to have to make up your mind which one you want, either baseball or football. And at the time, I was playing three sports at Corvallis, and I cut out basketball. But it's a good thing, because Ronnie Lee's got the hole on that, so I couldn't take that. But no, I don't really think I'd have to specialize. I think I can go ahead and play one or both. I'm not sure yet. You're definitely a power runner in football gaining over a thousand yards. Would you consider yourself a power hitter in baseball? Sometimes. Sometimes not, it depends. I don't know, I can hit the long ball. I don't really necessarily try to hit the long ball, I just try and hit the pitch, where it's pitched and everything. Sometimes I hit a ball a little better, sometimes it goes a little farther, so it'd be hard to say. Todd, how do you feel after a steeplechase race? I'm usually just very tired, you know. I can't do too much the next two or three days. I'm just worthless. So I run real slow and real easy. Well, it is a very difficult race, so why do you participate as a steeplechaser? Mainly because the pace is slower than flat races, and so I'm more comfortable. And also, I got, I don't know, I'm just pretty springy, so I can jump things a lot easier than most people can. So that's usually why I run it. Are there a lot of risks in running the steeplechase? Yeah, there are more risks in that race than any other race, because you're running over barriers and water jumps and stuff. But I don't ever think about that in a race. If I mentally concentrated on getting hurt or something, then I probably would. So I don't think about it. I just go at it like Kamikaze. You later. You know, following your career, it seems like one day you're sensational and the next day sort of flat. Why so inconsistent? I wish I knew, you know, but that's the truth. It is, it's like that. Someday I run real well, and other days I just run real poor, and I really don't know why, and I haven't thought about it because it bothers me. Usually I just try to dwell on the good races. Overall, Todd Lathers has done a remarkable job on a most rugged event. After an outstanding freshman year, when he ran Oregon's third fastest time in the steeplechase, Lathers seemed to live as a sophomore. But he came back strongly last year, and if he regains his top form, the duck's number one steeple chaser will be tough to beat. At Hayward Field in Eugene, this is Ben Vranis reporting. Mrs. Blaney has been the object of a search since March 30th, when she was apparently abducted from a service station where she worked. The body was found in Salt Creek today by a couple who had stopped to walk their dog. We asked Sheriff Burks if he knew the cause of death. Death was by strangulation and chop blows to the head. Do you have any leads in the case right now There are numerous leads that we're following up, yes. Are you at liberty to reveal any of those at this time? No, I am not. Sheriff, you have a composite of a suspect in the case. How did you arrive at the composite? Thank you. A composite was obtained this weekend by an artist who talked with our witness that actually saw the abduction a week ago Saturday. The Sheriff's Department is continuing the search in the area where the body was found for further clues in the death of Mrs. Blaney. At the Sheriff's Office, this is George Shortus reporting for KEZI Action News. In the war. Criminal, deceptive, in some cases genocidal policies, I think cannot be shifted over to the military or to the general. It seems almost certain that the President will have the opportunity to defend himself against charges in a fair trial in the Senate. He has earned himself that trial and I'm sure that he will get it. In many ways I think the press is still unduly careful to avoid questioning very sharply the motives or the apparent pattern of behavior or deception in statements by the president in particular. I think there's a ways to go and I think we will go that full way before this year is out. I think a year from now I would hope the president will be treated yet more skeptically by the press than he is today. A very small portion of the Eugene School District budget, about $500,000, is generating more discussion than the entire $30 million included in the proposal. Even ignoring the financial consideration, whether kindergartens are indeed of value to five-year-olds seems to be a matter for discussion. A professor at the University of Oregon in early childhood education, Dr. Mildred Robeck, believes there is no doubt that five- year-olds would be helped by the extra year of schooling. Yes, five-year-olds are ready. As a matter of fact, if a five- year-old is not ready to work in a group situation, he needs the kindergarten more than the typical child needs it. If they don't have kindergarten, it must be taught in the first grade if the child is going to succeed in the typical first grade formal reading program. Mary, are five-year-olds ready for school? I really think they are, but their curriculum differs from first grade. When you're saying being ready for a school, they're ready for program that involves other children and a different person other than their parent that they're working with to get themselves acquainted with the facility and the group interaction and the kinds of things that are going to make them successful learners in first grade and feel good about themselves. A lot of the research seems to indicate that any early gains of children who have been in preschool programs are soon washed out after they are in school for five years. And oddly enough, many of the researchers, or at least a number of them, seem to indicate That a child who starts school later is better off than one who starts earlier Well, right now they have 18 PTA kindergartens. There are three federally funded kindergartons at Lincoln, Patterson, and Whitaker, and your private co-ops and church-related kindergartans and just plain private kindergartins. About what cost range are you talking about when you're talking about the private kindergartens or the PTA ones. Well, the PTA kindergartens are about $15, $16 average. There is one that's as high as, yes, there is one that's $22 a month. And your private ones can go as high as $100 a month If the school district budget passes, nearly 1,400 five-year-olds in Eugene will be eligible to attend kindergarten in the fall. The general consensus seems to be that five- year-olds, indeed, are ready for kindergarten. But the question naturally follows. Are Eugenians ready to provide them? This is Susan Shepard for Action News. There seems to be a few that do not know of the program. What do you tell them to do? To come see this office to get the job done by April 15. How about landlords? Do you think landlords in the area are up on the program? And if they aren't, what is this office doing about it? Most of the landlords know about it and the necessity, and because they can't find the landlord, we are using the rental receipts to make up the rent certificate that the landlord is supposed to give each one of his tenants. Anyone whose income is less than $15,000 per year can qualify for this relief. The application must be filed by April 15th, or if mailed, postmarked by midnight April 15th. Late applications will be accepted only with a legitimate excuse. Well, I think that we're very definitely at a disadvantage, you know, in the primaries where you're sending out increased notices to these people. And then as tax collector at the other general election where you are sending out tax statements. So you're pretty well dead either way you go on it. People are mad both times at you. What kind of comments have you been getting during this crucial part of the year, tax collecting time? Well, I think that one of the biggest problems I got was the remarks from my wife when we got our notice at home and she was mad and was going to come down and appeal it then. I suppose that this would be some kind of a history-making thing where a sister's wife appeals the valuation on their property and maybe it wouldn't be too bad. It might show other people that I'm no different than anyone else, that I have to pay taxes and I get the increases and I'm not happy with them either and just like everyone else in the county, I suppose. Bye. Do you think most people who you come in contact with now when you're running for re-election are look at you with a certain amount of animosity? I had a meeting, well, the other night at Oak Ridge and people were quite mad at me up there and there seems to be, unfortunately, the old feeling that people believe the assessor, I suppose, gets his jollies, you might say, by going out and raising the valuation on people's property and somewhere or other gets a percentage of all of the taxes that as a tax collector he collects from these people. With strong. Quick. The strategy is to simply do the kinds of things that get the name and an identification with that name of. My experience, the things that I've done in the legislature, the things I propose to do as governor out to the people. And we will do that through a number of ways. The major way that we intend to do it is door-to-door canvassing. We have many people already identified to start going door- to-door weekend after next to begin to carry this campaign to the People directly to their homes. The precincts that cannot be canvassed door-to-door will be a phone mail canvas. So we expect to reach every Democratic voter in this state before Election Day on a person-to person basis. Unless the hospitals themselves take steps to reduce costs or control them I think the legislature will in the last session legislation was introduced to make hospitals in effect public utilities and Set up a board to control costs avoid duplication of services and this sort of thing The administrators came to the legislature and hospital administrators and said they could handle it themselves That would be preferable, but with the predictions now that hospital costs are going to increase over the next 12 to 15 months anywhere from sixteen percent to eighteen percent we know we're going to have to do something and if the hospitals uh... Can't do it i think the legislature is going to step in uh... This is a form of inflation but the very worst because hospital costs in oregon actually are as high or higher than anywhere else in the nation Just keep going, we'll do it for two minutes this time. One minute to go. The rest of the body is relaxed as a matter of fact. This particular class relaxes me quite a bit during the day. It just sort of breaks up the day a little bit. This is the first time we've been in the glass, but I've taken yoga before and I think that what it does is really relaxes your body and I think it stretches your muscles out so you're a lot more flexible. Dr. Inksman, why is yoga catching on so well again? Well, I think people are just looking for a new way of feeling healthy. People have been searching for this for a long time. They want to be healthy. They want be happy. And people actually are looking to be holy, too, although we're not so much concerned with that in a class like this. Go ahead. My image of a guru is running off into the hills and living off in a cave somewhere. What is your response to that? Well, we don't quite take that attitude. There are a lot of misconceptions about yoga. Some people think it's yoga time. Some people yoga is... Or have feet up, head down, and eating vegetables. Some people think of a guru as somebody who lives in a cave in the Himalayas. And we don't take that viewpoint at all. We think that the energy gained through doing yoga and the clarity of mind can give a person an ability to go out into society and do some very useful work. And it should be looked upon as that and not an escape. One of the advantages of yoga is that you can exercise while doing something else. You can bend and stretch to your favorite television program, or you can take your deep breaths while waiting in the gas lines. But whatever your feelings about yoga, if you can dispute, it's relaxing benefits. At the University of Oregon, this is Ben Branis reporting. Well, last year I had a bad right wrist. I hurt when I was swinging against Washington State. So I compensated by hitting right hand most of the year because it didn't hurt my swing that way. How does it look? Very well, everything is in good shape and I feel real good. Your second season for the Ducks was your banner year when you batted 393, you think you can repeat that? I hope so, I'm not off to one of my better starts in Pac 8, but I feel real good hitting left handed better than I have before and everything looks pretty good right now. You feel any extra pressure because your father's a coach. No I don't. That question has been put to me many many times and no way at all. Coach, have you treated Guy any differently than the other players? No, I don't think I ever really have. I have a basic philosophy. I try to treat all my ballplayers like they're my son, because every ballplayer has a mother and father, and it's easier to discipline them and encourage them, and so on, if you remember that they are all sons of the families, and they're all good kids. This guy respond to your coaching? Just like anybody else, he gets upset with me at times like any other player and he takes coaching just as well as anybody else and I'm very happy with the way he's been. The father-son combination has definitely paid off for the Ducks, since the Krauses have been on the scene, the Duck's have won 66 and lost only 44. This is the last year on the field for the manager and outfielder, and they're going to make the most of it. At the DUCKS drill field in Eugene, this is Ben Vranis for Action News. Most of the foreign aid that we've given, Marty, has just gotten the hatred of the countries we've give it to. So let's get the Arabs to help their own neighbors with their fantastic oil profits. And maybe the other countries will get to hate the Arabs. Do you favor cutting? Our own foreign aid. Well, I'd like to do away with most of it if we can get the Arabs to put up the money, make sure the starving people of India and Pakistan are taken care of. And if the Arabs don't go along with it? We can't let anybody starve. It's a case of mismanagement now. Really only growing half the timber that we ought to on our commercial timberlands. We have close to a million acres of really good commercial timber lands that are going back to brush. We have a great responsibility to grow all the wood fiber we can on every acre that we have. And this, not only the value of growing the fiber that's going to be needed in the nation, but to make jobs. Gee, we could have so many jobs in the summertime for boys and girls working out in the woods. Doing pre-commercial thinnings and other kinds of forestry work. This is the future of Oregon. Better manage of our timber. In a few short weeks, thousands of graduating high school seniors will officially enter into adulthood. For the first time for many, it will mean jobs, marriages, and the accompanying consumer obligations. Before graduation, we propose to visit as many graduating classes as possible and discuss with these young adults the pitfalls they may encounter, as well as available remedies if they are defrauded in the marketplace. This program is particularly significant in view of the fact that this year, the legislature made 18 the age of adulthood in contractual relationships and other business matters. Our second program involves what may be society's most valuable resource, the elderly citizen. Every year, thousands of retired and elderly people are victimized by the huckster and the con artist who prey on them in their houses and even in nursing homes. Often such problems are never reported to authorities because victims are too embarrassed to call authorities or simply because they do not know how to penetrate the complicated bureaucracy of government. This problem is highlighted today with a lack of adequate transportation for many senior citizens, and it makes it incumbent upon us to take our services to them. With the formation of this program to serve the special interests and special problems of senior citizens. We will be undertaking a comprehensive effort to reach as many people in this group as possible. For office purposes, which is our current space need, I find it difficult to feel that we should invest perhaps as much as $200,000 for temporary office space in the armory to make it usable, and perhaps as much a half million dollars for making it usable on a permanent basis. We do not have any current programs which are budgeted for or funded to use it for other kinds of purposes. Thank you very much. Nor do we have funds at the moment for increasing our office space, although we do need additional office space. Yes, not only the council, the majority of the council felt that it's the responsibility of the sub board and their staff to take over the maintenance, repair and construction of not only the sanitary storm drains, but also the storm drains that are underneath the city streets and other places within the city. Also here in 1972, the voters of this city said that They will continue, in other words, as the Charter stated, that they continue to maintain all of the facilities, not only the treatment plant, but the sanitary storm drains and sanitary sewers. The council has been doing a lot of the work. And I feel personally that we either should do it legally under a contract, which we've never been before, or the sub-board and their staff should. Do what the charter says. The Springfield Utility Board, what's the board's opinion of this? The board really thinks this would be a mistake. We see no real problem with the way things are operating now. We think that there is little problem with respect to the present division of responsibilities, but we think there'd be some pretty serious problems. This responsibility is turned over to the utility board. We think it's too closely connected with street construction and things like that, and the city's responsibility for assessment process and Bancroft processes and so on. We think there'll be quite a few problems. There are a lot of times I didn't think I was going to get to where I set out to go, but nothing ever happened. Well, probably the one from Casablanca to Los Angeles in a little Comanche. That one I was in the airplane for, well, that little airplane only holds 60 gallons of gasoline. And I had 524 gallons in it and sat in it for about 60 hours nonstop. I was only supposed to go as far as El Paso, but I still had plenty of gasoline to go to Los Angeles. In fact, I could have gone up to San Francisco, I believe, but they were having a Piper meeting in Los Angeles and the city told me to stop. Do you have any other goals now at the age of 74 up in the air? Well, uh... I haven't given up yet, I've never quite made the flight that I expected to one day. What's that? Well, I haven't had that perfect flight yet. Max Conrad is a man who puts his mind to a task, and then he carries it out. His whole life has been dedicated to that, and he succeeded in a field that most men would not even dare. At Mayland Suite Airport, this is Ben Brannis reporting. I can pull in. Oh, he's going around and around it. You have a tie-dye. I had the decision, I guess, of being either a pole vaulter or a decathlete, and I chose a decathlon because I really enjoy it. It's about as simple as that. Why do so few athletes participate in the decathlon? Well, it takes time, I think is the big thing. It takes time to achieve. Various goals. I don't mean so much point-wise but personal goals because there's so many events But to me this is the challenge of it Which event is the toughest for you? Oh, gee, they're all tough. Hurdles are tough. The running's tough. Is there a lot of mental strategy required when you compete in decathlon? I don't know, yeah, I guess you'd call it strategy. I would call it more concentration, though. And I think that's something I found out ever before I started the decathlon. I didn't have any idea that it would be so mentally involving. And that's really the key is that. Strength, speed, coordination, endurance. That's what it takes to be a decathlete. Last year as a freshman, Craig Brigham was ranked fourth in the nation. And barring injuries this year, he'll do even better than that. At Hayward Field in Eugene, this is Ben Vranis reporting. To make a determination we normally go out to the point of the furthest at the fire travel and then start coming back on it until we come to the point of origin and then we look for materials ignited and then of course the key is the ignition source. What percentage of fires are started by arson? Well the experts say the one out of every seven. Our personal experience has been rather astounding is that either that incendiary of some nature not arson directly but mischievousness on the part of the small fry and actually arson delivered fraud incidents run much much higher than that, almost 40, about 43%. The farmers have been working very aggressively. They have cut down on the pollution of 50% since 1969. And we do believe that with the five burners in the fields this season, that there will be a great deal less pollution and perhaps even totally eliminated as far as Eugene is concerned. But in the meantime, the farmers are experimenting with these machines. They are also developing products from the straw that's left in the field, which will be a good income for the farmers if they can, in fact, develop it. I think another year with conditions that must be met during that year would be a recognition of the importance of that industry to the state of Oregon, and also a recognition that the farmers our concern and that they are working on it. We just shown that the people do get out and have a good time and get some of their negative feelings away from us, I think. What do you mean negative feeling Well, there's so many stereotypes been put on us. Give us a label of the bad Indian. All you see on TV is a bad Indian, and this is one way we've got to show that there's both sides to every story. I don't think you're making any headway in that regard. My point of view, I think we're making it a little bit. We can't concede overnight. We have to do a little at a time. Nearly 90% of the gas companies use credit cards in their business, but that percentage is rapidly decreasing. And if the current trend continues, it's conceivable that future gas customers will be buying their gas on a cash-only plan. In Eugene, Ben Vranis reporting for Action News. The statement that I thought went far beyond one that could be credible, and it is not credible, it is in fact incredible. I don't think that candidates running for office ought to be going around giving and making promises like that. The state of Oregon has a highly successful home loan program designed to fit the needs of most veterans, not even all veterans qualify. And the reason not all veterans qualify is because we don't have We don't have enough money. We don't have enough bonding capacity to... To make loans to all veterans in the state, and yet the statement that this program ought to be opened up to everybody in Oregon. I'm sure that everybody in Oregon who wants to buy a home hearing that statement said, by God, that's the guy for me. And I think this is, you know, then comes the day and there's no housing program, no veterans loan program opened up to everybody because you don't have any money to do it. Any chairman for keep Oregon moving which is weird. This is a very, very significant measure that provides the possibility for a quantum leap in our ability to get people around without destroying the communities that we live in. First, it is essentially an energy conserving measure because it means we will not have to rely on the automobiles so much. Secondly, it does not mean that we will have bad roads. The same session of the Oregon State Legislature appropriated $150 million in bonds to build highways in the state of Oregon. Third, it is probably the most significant measure in support of clean air that the Oregon state government has ever undertaken. Fourth, it means mobility for handicapped people and elderly without driver's licenses in communities all over the state of Oregon who either will be unemployed or at least very difficult positions in getting to the services that they need. Next, it's the most land conserving measure we have really seen because it means there There is a possibility in every situation. To examine an alternative to another highway. In the situation we face now in Portland, we have one road that would take out 1 percent of the city's housing stock, take 5,000 people out of it. There's a hundred and fifty to two hundred long needed. So far as the City of Eugene is concerned, I think that the past two years have demonstrated the importance for mass transit in this community. We have seen our senior citizens, our young people making full use of it and then in the recent crisis that we had involving the fuel shortages, had we not had it, I thinking we would have had a transportation crisis in this community. This proposal only addresses itself to the undedeveloped property Would people still be required to obtain permits? Before they cut down any trees that they own. As far as the individual residents, only those people intending to cut more than five trees annually on undeveloped property.
