We will ask the legislature to pass an appropriations bill early in the session that would maintain the present level of school support. We see no compromise on this. Oregon already is shamefully near the bottom when compared to other states in school support Additionally, we will ask that new revenues totaling $55 million a year for schools be passed. Our recommendations are to repeal the provision. Allowing individuals to use the federal income tax as a deduction in determining taxable income. Additionally, increased excise tax rates will be requested on financial institutions and corporations. We did have some successes. The creation of the Environmental Protection Agency, I think, was a good step in putting all of the enforcement against pollution in one agency. In the last two or three weeks of the Senate, as we bogged down in filibuster after filibbuster on the welfare reform plan, on the trade bill, on SST, these, to me, were indicative of congressional failures.
