At this time, let me take a moment. They are spreading the rumor that I am not going to take any government grants. As a result, we'll cut social services and senior citizen relief. This is absolutely not the truth. As a matter of fact, if I have to go to Washington personally on my own expense, I am going to try to get all the grants that we can for senior citizens and social services, food stamps, nutrition, everything else. We had a report that a suspect or a person was seen going into the brush whenever a car would pass. The neighbors across the street reported that across from this location here this person was going into this brush and dodging cars as they would pass and we did recover a stolen car about a half mile down the road from this place that we believe possibly the suspect may have been driving. So those two sightings put us in this particular area and we've been concentrating our search in this area due to those two sitings. What have you done to notify the people here? Has there been a house-to-house search? Not exactly a search, but we have contacted the people on both sides of this highway and check them to see if their cars are are secure and any of the outbuildings if they're secure and if they wanted us to we certainly would conduct a search in their homes. We have made a couple searches in this area of the homes on request. We've checked all the barns and outbuilds And, um... Right now we're concentrating our efforts down around Lorraine and Bailey. Bob Balfour has a lot of capability, but he also is limited by lack of previous experience. He had no experience as an administrator. I have worked with better administrators. I am not trying to run a man down at all, but I am also saying he is not perfect. As far as I am concerned, if Mr. Elfers doesn't feel comfortable here and the new commissioner, whoever he may be, is not comfortable with him, then I would like to do as I have done in the past, help the mine get located where he is comfortable and get someone to come in that we are comfortable with. Well, I think a public attack on a hired person by an elected person is simply incredible. It's cruel. It's just cruel. In the first place, Mr. Elfers doesn't even have the form in which to respond. An argument between two politicians is quite a different matter. But Mr. Elliott has behaved badly and should be chastised for doing that. There are some things that ought to be said. So the city just proposed putting in a concrete median divider down the middle of the road with turn lane pockets and the middle of the dividers would be a pedestrian safety island, a refuge for the pedestrian crossing what we think is a very dangerous street and the island could also be planted with trees and make it attractive. But we think that would be safer for both the motorists passing through this area. And for the pedestrians who have to live and the residents who live here. Starting November 2nd at the Kauffman Center, 25 local attorneys will volunteer their time on a rotating basis to those eligible for our program. These services will include advice on consumer problems, social security and retirement matters, contracts, trusts, wills, property deeds, and all other areas of the law where seniors have an interest. The only eligibility requirement is that the person seeking to obtain free legal assistance be over 55 years of age and have a net income of under $250 to $300 per month. No complicated procedures or paperwork will be necessary to obtain these services. Well, it was a professional decision. Something I like to do, and it pays good money. And it's something I think I do better than anybody else around here to boot. So it's just a professional decisions. Does your job only cover broadcasting or is it more involved? Well, we have to argue with the telephone company about all the money they make out of it once in a while. And it involves preparation through the week. There's probably more work than what comes out on Saturday afternoon. Well, the task force job will be to develop a proposal by April that will address itself to the different aspects of the legislation. I think that will include having something that will be coordinated in the way it tackles housing and community development, and also a product and a proposal that will have included a great deal of citizen participation and opportunity for input by appropriate groups. I think he will, yes. I don't think that the pardon certainly isn't going to be a reason for him not to do so, in my view. And I certainly hope that his wife's surgery will. And the chances are very good, of course, that she will fully recover. And I hope he will be a candidate. Here's the answer to that. I do not own any property outside the city limits of Eugene. I do have any intention whatsoever of acquiring any property within the county's jurisdiction for any purposes. I am not going in there for my own good. I don't own any land in Lane County outside of Eugene, I have no interest in any corporations that do. My Lane County has been good to me. I've been here for 33 years in Eugene and Lane County. The people have been good too me. I have worked hard and I've acquired some financial interest in property. Not particularly. This was comparative data to show that the other elected officials were spending a higher rate than the flat rate. I favor itemization of per diem expenses, and I think that is where we ought to go and continue to look at it and make it public whenever that is appropriate. It. Well, I think many of the people believe they're from out of town that they will not appear in that town again. They hope that they can get away with the citation. That isn't the case. This is not the case, the court orders the suspension and carried out through the vehicle division. Do you feel like most of these motorists should take advantage of a court appearance? I believe everybody should go to court when they receive a citation. Yes, sir. Well, I'm not really positively sure. Their secondary came up and played us a lot tougher, which means instead of getting three or four yards, you get two or three yards, which isn't quite enough. We broke down physically at times. We tried to throw a couple of times down there because we needed that amount of yards and our tackle broke down or our center broke down on the protection and got sacked for yards. We missed a couple field goals down there. A lot of different parts to the puzzle, not any one clear-cut thing. Coach, the Ducks defense has been burned of late with the long pass. Would they be more effective against a team who emphasizes the run, like USC? Thank you. We hope so. We like to think that our statistics would say that. Going into the ball game was leading the pack eight against a rushing team, whereas we were last against the pass team. So statistics would bear out that fact. But USC is so powerful, and we just hope that fact is going to be true, and we're able to play well against an SA. Thank you very much. Filing for the recount isn't too involved itself, but filing the necessary information is. All the details of every person, every donor, their name and address and the amount they have given must be filed with the Secretary of State's office with the demand. This is what takes the most time. What kind of response have you had to your asking for donations to help out? I'm sure much more than we need. We began yesterday taking names and phone numbers so that we could call back if we needed more, but we no longer need any money. That's a great response. The people are very excited about it. Do you think they're going to find another couple of no votes in there or perhaps a couple of invalidated yes votes? If I could answer that, well, we don't advance. We don't know, and this is one thing that makes it so exciting. We'll have to wait and find out. What about the school election? Would you like to tell them? What do you think? Let's hear about the school election. Yes, let's hear it. What do your think? My goodness sake, what about the school elections? That was, that was touching. Yes. Well, basically, we felt that using the college in as an office building or as a jail would create two very serious problems. First of all, it would serve to, from a planning point of view, it would create some very serious traffic problems in the university area. And secondly, it will disrupt the present residential character of the neighborhood. Beyond that, we thought that if the building isn't used as a residence, it's going to aggravate an already very severe housing shortage in the University District, and for that matter, throughout the entire city. It was our feeling that it's essential that the building continue to be used as a dormitory residence for students no matter who owns it. Personally, I feel that if it is used as an office building, it's only going to aggravate an already tight housing situation in Eugene, which will probably mean higher rents for students and the possibility of an increase in landlord-tenant disputes which are generated by housing shortages we have in Eugene. 34,000 of these seagoing rainbow trout are taken each year. Representatives of Oregon, Washington, and Idaho closed the Snake River and all its tributaries to steelhead fishing. This action resulted from a drastic decline in the summer steelhead headed for the Snake River. Only 6,000 steelhead trout have passed over Ice Harbor Dam compared to a five-year average of 57,000 fish. This is the lowest steelhead count ever recorded, and these are the fish that are This only proves the importance of ballot measure number 15 in our November election. The passage would give the direction of the Fish Commission to make mesh sizes and nets larger to protect these fish so they will have escapement through the commercial gill nets. Plus, they can establish seasons to get around the runs of these fish. Right now, many of the fishermen are fishing directly on the top of these fishes, and they could be fishing before or after these runs come in the river. What about the, uh, I am sure that the people who were suffering from respiratory problems, or who were depressed by the weather, or were affected physically by it, were very much conscious of what was going on and feeling very miserable. The average citizen, I think, was very apt to say, business as usual, let's go ahead. Somebody else can stop using their car, and this disappointed me very much. Yes, I can honestly say that the city did carry out its responsibility based on the plan that it has in operation. We have an emergency plan. It is it comes in several stages. One is the alert process and it gradually moves into the emergency process. The alert means to be aware and I think the media in our community did an outstanding job in making people aware of the problem. But it, I think, would have done a disservice had it become alarmist in its viewpoint and indicate that there were dangers that really were not there. I'm not sure if he's about right. One of the best things is just to go out there and do the best you can. When you're playing against the defensive line, mainly, that you go out and then you play the best you can and you hit the guy, or you do your best blocking or something like that, and you just do the best you could if you go ahead and block the other guy out. It gives you a great feeling, a feeling that is hard to explain. Because, uh... I think we've got a few students that are maybe scared or maybe like to have some fun and so they kind of like to say, well that looks pretty dangerous to me. They may be real. I don't know. But the fire was pretty well. Confined to the one end of the building. Very, very much as you looked at it, there's a very small area, it's very small area, no big problem as far as the fire is concerned. I think the main thing though is that we've got a difference in the school this year in terms of what we've been trying to get the students to do, what we expect of them, and many of the students that we had a few that walked out and those that walked out I think pretty much are the ones we've putting pressure on to send them home and that sort of thing. Well, I think the Pac-8 is a stronger league this year than it's been in my previous three years out here. I said yesterday or last week to a few people that I think for the first time now we are the top college basketball league in the country, whereas the past three years, probably the Atlantic Coast Conference, has been superior to us if you go right from top down to bottom. Comparing us to the rest of the league is... I think that there are six teams in the league that are very capable of ending up with the league championship. Coach, overall, are you impressed with this year's recruits? We're very pleased with them. I said when we finished our recruiting last spring, I felt that there was not necessarily any one or two players who were advanced enough to step right in and play as freshmen. I don't know whether that is going to be the case or not. But I know that. With a year's work or a half a year work or year and a half's work, they're going to turn into fine players because their attitude is good and they're hard workers. We're going start them on the JV level and they will be brought up individually or in groups when they're ready to play at the varsity level. The hospital has a commitment to the community of Eugene, and we will continue to operate. In terms of detail as to how we can operate, I'm not prepared at this point in time to discuss that. But you do have a plan in the works. We are working on a plan, yes. We're trying to demonstrate that we're disenchanted with what they're doing back in Washington, D.C. In regard to the plight that the lumber industry's in. And as a result of them doing nothing, our members are being thrown out of work. We've got between 15% and 20% of the employees in the lumbering industry in the Willamette Valley, which is the lumber capital of the world. And apparently, letters to congressmen and representatives back at Washington are turning a deaf ear on our problems. And this is the only way that we know to demonstrate to them the impact of the unemployment situation. Due to the high interest rates, shipping our jobs to Japan, which they have been doing for the last 10 years, and apparently are doing nothing about it. When you read one view of it, you can start writing it. Thank you. I'll see you in a little bit. I don't agree, I never have and I never will. I think that's typical of most of us fans. I guess we tend to want to blame the quarterback or blame the coach, one of the two, when things don't go right. The reason I don't believe that is, any more than I'd believe, if you put Donnie Reynolds in the tailback position where Anthony Davis plays, you'd find him making a lot of yards. Then it's the same with the quarterback. You put a strong group up in front there and he'll look a lot better. And. We're getting better up front and we're, North Turner's not a flashy guy for sure, but he's a very competent guy and he's doing a good job for us. He's our quarterback and we are proud of him. Well, that's exactly who I was talking about is Speaker Eiman. I think Speaker Eimon has taken advantage of the system. So far, he's claimed over $4,000 in per diem. That's over 130 days of per diems. That is probably an all-time record in the state legislature, and I think it's extreme. Over $2,100 that I've been able to identify that is for this category of legislative business that isn't authorized under law and has been challenged by the attorney general. And if he thinks that challenge is incorrect, he ought to go to court, or he ought to stop doing one of those two things. I've not taken advantage of the system. I have many days that I've been on state business, out of state, I've off the college payroll and it's cost me approximately $80 a day. The only reimbursement I got was for the expenses involved in those trips. I have not been out of country as Roger Martin was when he was the Speaker Pro Tem two years ago to such places as Puerto Rico. My work has been strictly in this country except for the trip to Canada to talk one day with the Alberta government. They talk about minor things that bother them. Garbage cans not being covered and the facility being dirtier than it should be and we're aware of that and have taken some steps to improve our sanitary cleaning of the facility. They talk about painting some of the cells better. We have all but two of them painted at this time and we have digested this report and even before it came out, of course we were aware that some of things in it. That would be in it and we were trying to take some steps to improve that. We're still having a problem with keeping the facility clean and when you have so many people in that crowded condition, it's very difficult to keep it clean. The inn is not completely gone, but I have personally written it off. I don't think that it's in the works for us. But I know that if we did use a college inn, that we would have to tailor our programs to fit the building. And that is not what you should do. You should make the programs first, decide what you want to do, whether it's work release or whatever, and then build your building around your programs. If they were close to making a solution, then I thought that we could ask for it. If they were not, I don't think we could logically do that. I have since done some research, not only in what they're doing now, but in some other areas related to converting of cellulose to glucose, which is really rather dramatic. And I think that these are things that need to be answered and what the kind of pressure that we need to apply can be answered. Now I wanna make sure that people in this area understand that I am not. At all, ignorant to the problems that they have, and I believe that we should do a better job at what we're doing. Better job in terms of not burning so many acres, a better job in the meteorology and this matter of inversion, and we must do a better job. Potential dangers is that they are not insulated properly, so they generate heat, which they're not aware of. And this heat, or using the small type flues in there, will cause either combustion to come into the room, or they can be severe burns, because there is no insulation against the wall, and they do generate terrific amount of heat. Is there danger of asphyxiation? Yes, decidedly so, because these pipes, if not properly put together and mated, will leak, and those products will come into the room. What do citizens do to protect themselves? I would highly recommend that they try to obtain an approved material. And if they need any advice, call the billing inspector and he will advise them what kind they can use. Congress cleared for the President's signature this week, the Housing Mortgage Assistance Act, calling for the federal government to purchase $3 billion of home mortgage loans. The President has promised to put the program into motion almost immediately, and it should stimulate at least 100,000 new housing starts. I urged the adoption of this very kind of so-called tandem mortgage program when I met with the Presidents economic advisors some weeks ago, and I welcome this move, Even though it is only a hundred thousand housing starts and that's not a panacea but I welcome this move as a very welcome shot in the arm for our lumber and plywood mills. The best indications we can get are that petroleum supplies should continue to flow. We will have certain isolated instances. We know that in some areas antifreeze, for example, is very difficult to come by. There are phases of these industrial operations that rely on antifrees. That kind of thing can be a temporary pinch, but we're working in special cases like that one to see what we can do. And the generalization. Is we should not have the fuel oil shortage that was a pinch in certain areas last year. I am aware of the fact that there's some discussion during the course of the election about the Council of Governments and its value. And it seemed to me that if we were going to be called upon to make some kind of a rational decision about the county's contribution to the COG or participation with the Council of Governements, that we needed some kind information that was generated by an impartial... Person or group of persons, and so I ask that our staff, who I consider impartial, gather some information for me. We have 2,000 out coming in. What is the deadline for your 10,000 signatures? December 23rd. And what is the main two issues of your program here? Well, we've made it clear that it's simply salary and garbage. These are the only two issues on this petition. This is why we've instituted this recall. The salary was raised too much, and the garbage issue, we haven't had any satisfaction from that. And we think that we're about to see the county get its tax dollars wasted. Jerry, why do you think you've got... They had a crew of approximately 10 men working in there. Two with Sage and the rest with the Pacific Bell. And they were hooking up cable lines. And one slide came down and wiped out the whole works and stood right down into the creek here. And two of them that did survive the thing seen it, and they couldn't get any response out of anyone. And they went for help. And when they come back. The rest of the mountain had come down, lit on top of it, and had the stream completely closed off here. And the water was practically coming over the freeway over here. And then that broke loose, and all the water and debris went on downstream. And it's scattered machinery and everything from here to the Emquire River just about. What's the situation now? Well, they're going to try to remove as much of this dirt as they can and see if we have anyone else buried in here and what equipment's buried in there. And we're running a search on both sides of the stream, hopes to find more victims that are not buried. One more seven, essential. Yo. Do you hold out any hope for the six men that haven't been found? There's not too much hope at this time. My father-in-law's in there. They've found some yet so far. But we don't know whether there was a couple of three guys in the building, they say. And then the rest of them were standing outside. And we're just hoping that if he was in the building that it's still intact. It was quite a well-built building. And there's a possible chance, because the main part of the slide hit here, and the building was clear over. In that area and in fact that yellow cat was parked next to the building and it could be a chance that they missed the main part of the slide.
