On Wednesday morning, a Haggard Executive Department Director Bob Smith faced the cameras in Salem. His job? To announce the size of the state's latest budget deficit, and it was a whopper. $91 million this time around. Officials were quick to blame the state's high unemployment rate. High unemployment means low tax collections, they say, hence the state's third budget shortfall this year. Well, the governor wasted no time. His honor spent Thursday behind closed doors with the legislative leaders trying to bleed the red out of the budget. Come Thursday night, they had a plan. 81 million dollars would be siphoned from the state's accident insurance fund. The rest of the shortfall would come from cuts in property tax relief and in state agency budgets. On Friday, Senate President Fred Hurd phoned the governor saying he had the votes to push the package through. The next step was scheduling the unprecedented third special session of the legislature this year. As of the writing of this report, that date hadn't been set, but the best bet seems to be Friday, the third of September. And while the latest round of budget hassles was just getting off the ground in Salem, some old hassles were being laid to rest in Lane County. On Tuesday, the county and the union, representing 400 courthouse workers, reached agreement on a two-year contract. The pact came after four weeks of talks between the parties and quickly won the blessings of everyone involved. On Thursday, union workers took the vote and overwhelmingly ratified the contract. It calls for a 6.9% pay hike as long as the county has the money. It also means the county building will stay closed Fridays through June of next year. And the Eugene School District's substitute teachers finally have a contract. The subs voted late Tuesday on a pact calling for a $60 a day wage with provisions for wage hikes in the second and third years. No more strikes like the marathon of 1980 at Sacred Heart Hospital. On Thursday, nurses ratified a two-year contract by a three to one margin. They'll get a nine percent wage boost this year with cost of living in the second. And last week we'll go down in Stephen Kessler's diary next to a big black star. The most dangerous of the Rocky Butte escapees checked into a Missouri motel and checked out courtesy of the FBI. A phone tip led the feds to Kessler and his partner, fellow Rocky Butte inmate James Gardner. They gave up without a fight. Gardner was back in Rocky Butte Friday night. He faces eleven charges in connection with the July escape. Kessler's cooling his heels in the Cowlitz County jail. He was extradited from Missouri Saturday. He'll be arena next week on aggravated attempted murder, aggravated assault, bank robbery, and heroin smuggling. The latest chapter in the life and crimes of Patrick John O'Shea drew to a close Wednesday. It took a Lane County jury just a few minutes to find the convicted killer guilty of being a felon in possession of a firearm. But O'Shea's not hanging around the county for sentencing. That'll happen up in Portland, where he's soon to stand trial for bank robbery. While a firearm's rap seems like small potatoes to a Patrick O'Shea, his attorney says he'll probably appeal. And it looked almost like a made-for-TV movie, complete with tear gas and bullhorns, but the scene on Jefferson Street Monday was no Tinseltown production. FBI agents and the Eugene police got a tip from California authorities that two criminal suspects were holed up in this apartment building at Fifth and Jefferson. A couple of hours after they were surrounded, John Carr and Joseph Hasty called it quits and gave up. They're wanted in California on a variety of charges, and are prime suspects in the August 10th robbery of a U.S. National Bank on Highway 99. And it will be at least a decade before Jack Ray Freeman sees the outside of a jail. That's how long he must spend behind bars before becoming eligible for parole. Freeman was sentenced Wednesday to life in prison for the brutal February slaying of Springfield food store clerk Karen Carn. Carn's body was discovered in the back room of a dairy mart store by two of her young children. Freeman's brother Donnie was sentenced to life last June for his part in the killing. And police are still looking for the killer of Elizabeth Ingram. The 50-year-old Eugene woman was run down late Wednesday night while riding her bike on Cal Young Road. The driver of the car that struck her never stopped. Police are looking for a white Chevy Camaro or Pontiac Firebird, possibly with a damaged right front fender. But there was some good news in the crime category last week. Oregonians were actually a little safer in 1981 than they were in 1980. The FBI reports murder dropped 11% last year over the year before. Aggravated assault was down 12%. Arson down 4%. But crimes against property were up across the board. Robbery up 20%. Theft up 14%. Car theft up 5%. Officials say don't blame the economy. Narcotics traffic, mostly in Portland, is to blame. And whatever else can be said about last week, it was not a good one from Mike Staten. On Monday, the construction worker was bulldozing near the performing arts center when he unearthed a four-inch natural gas mane. Within minutes, half of Eugene knew about it. The foul smell of methane gas spread like butter on warm toast. Firefighters arrived, shut off the gas, and the potential for calamity passed. But much to Staten's chagrin, our story doesn't end here. On Thursday, Mike was back at EPAC, back on his bulldozer and back in a jam. This time his earth eater swallowed a chunk of eight inch water mane.
