But I have been also impressed by the dedication which he has toward his state. And I think I should say that I do not know of any senator who has been more faithful, more diligent and more effective in acquainting this committee and its individual members regarding the needs of this state, not only with respect to public works appropriations, but also with regard to range rehabilitation, hospital construction funds and Forest Service funds as well. Senator Byrd, your generosity is very much appreciated. As a lawyer, I'm almost tempted at this point to say I rest my case or I might over try ahead as I proceeded. But I do have a few more bags I want to put out, but from my heart. May I thank you for your kindness. I want to say to the committee that I'm a great believer in capital investments, and all I'm arguing for today is I ask for these appropriations for capital investments, not only in my state, but through my state, in my country, because the entire country will be the beneficiary. The first project I want to cover is the John Day Dam on the Columbia River that we've already commented on. As we have mentioned, this dam was begun with the construction money of the Senate provided for it 1957. Remember that that year there wasn't any money in the proposed budget for construction on John Day. The budget for fiscal 1963 calls for 40. $3 million, which is the full capability reported by the Corps of Engineers. This is a multipurpose project to provide flood control, power and navigation on the Columbia in order to keep its construction on schedule. I asked the committee to recommend the full amount of $43 million, which the Army engineers say they could spend efficiently and effectively provide it. Secondly, I want to direct the committee's attention to a provision included in the Omnibus Rivers and Harbors Bill, under which I shall ask Appropriations as soon as it becomes law. This is the authorization for a 40 foot channel at the mouth of the Columbia River. I have been urging authorization for maintenance of a 40 foot channel of the Columbia to the Portland Vancouver area for many, many years. I testified in support of it the Army Engineer District of Portland as early as 1958. This year, the administration has recommended that this authorization be included in the Omnibus Rivers and Harbors Bill. The ratio of benefits to cost is favorable and in fact is 1.5 to 1.
