First, some background. Eugene has a fire prevention team equipped to go out and help citizens lower the risk of home fire. City also has a crime prevention team to advise residents to install dead bolts, secure windows and join neighborhood watch programs. Some studies have shown that these measures can dramatically reduce the risk of fire or crime. Most homeowners insurance is sold by big conglomerates. They in turn own smaller companies, and your local independent insurance broker helps you buy a policy from one of the competing companies. One study has shown that of every dollar you spend for insurance, 30 cents pays for the agent's fees and overhead. The other 70 cents is set aside to pay claims. Over the past five years, the payout in Oregon has averaged only 51 cents, which is $0.19 worth of gravy for the insurance companies that they can either pocket or use to reduce premiums. Enter the city of Eugene. Under a proposal being tossed around, the city would contract with the insurance giants and become another competitive insurer in the broker's arsenal. Eugenians who buy the policy would have to agree to have the police and fire give their homes a complete fire and safety inspection. The city is gambling that those inspections will lower the number of claims well below the current 51 cents. Under an agreement with the insurance companies, the city would pocket the extra savings and use that money to help reduce the property tax burden. The proposal is being championed by City Councilor Cindy Worden. She makes it clear that the city will not be opening a department to handle insurance.
