Some of the most commonly held beliefs and causes of juvenile delinquancy are empty churches, broken homes, Parental neglect. Lack of recreational facilities, sex-stimulating movies, and even bad eyesight or infected teeth. Lane County has a delinquency problem. Drugs are readily available to anyone desiring them. Skipworth Detention Center is nearly always filled to capacity with kids who have run away from home or broken the law. Indoor recreational facilities available to all children are nearly non-existent. Though we have family counseling services, few people know of or utilize them. How can we reduce the rate of delinquency in Lane County? Considerable attention has been given lately to the problem of discovering potential delinquents before they have time to get in the trouble, but what about those that do? So said many times before. It's still vitally true. It takes a sound body to have a sound mind. It's time we started giving our youngsters a greater voice in our society. This idea is nothing new. People have been talking about it for years. Responsible citizens in other cities, however, have begun to take action. As far back as 1963 in Jacksonville, Florida, a group of teenagers organized. They formed a youth council on civic affairs. They suggested that the courts allow teenagers Who had gone astray to be judged by a teenage jury. Judge John Santora liked the idea. Following the first year of the teenage jury, Judge Santora was able to say, it's amazing how they seem to sense a punishment to fit the crime. The rate of juvenile delinquency in Jacksonville reduced by 50% in the first years. In Topeka, Kansas, city officials and young people are working side by side to prevent delinquancy. They formed committees, and close relationships have blossomed. A black youth has argued spiritedly with a police chief. A cheerleader debated her teacher over a recreation problem. The point is, they're communicating. Topeka Mayor Gene Martin has appointed 14 kids from ages 14 to 20 as his special youth advisory committee. Two boys, one white and one black, beamed and said, it gives you a feeling of importance to have them ask for your advice. It gives you more of a stake in your city. Can't we give our kids a stake, in Eugene? And in all the communities in Lane County, encourage your children to organize. Help them to help themselves. It's true. Juvenile delinquency is the responsibility of all people.
