The county will also move the rail project into its capital improvement program to underscore its intent to acquire it and to strengthen its bargaining position. The board will get a report on all of this in six weeks. Commissioner Jerry Russ called today's action a significant step which moves the project down the line. Faced with growing mountains of solid waste and rapidly shrinking landfill space, the county bought the idea that technology could solve the problem. That decision was made by former commissioners Bob Wood, Nancy Hayward, and Frank Elliott, none of whom are still around the courthouse. The plant's designed to grind and separate garbage so that valuable metals can be recovered while lighter materials can be burned as fuel. That, in turn, would decrease the total amount of garbage to be buried. The plant itself resembles nothing so much as a giant Rube Goldberg machine. The garbage begins its journey up a huge conveyor to the first of two giant shredders. It was here that glue and wood filler materials exploded in 1979, injuring a county worker and delaying the plant's completion. Once shredded, the garbage travels to the top of another conveyor where it's screened. From there, it falls to a vibrator, which sends the lighter garbage in one direction and the heavier garbage in another. Sounds simple, but in practice things haven't worked. The ash content of the refuse-derived fuel is too high, which causes problems for power plants that want to burn it. The county could try to fix that problem, but it's questionable whether the sale of the fuel can generate enough income to pay for the plant's operation. Springfield police chief Brian Reilly tells us Wood field has his options and has made his phone call. But it's not clear whether the suspect will have access to an attorney. The parole board could appoint an attorney to advise Woodfield regarding alleged parole violations. However, that attorney could not advise Woodfield about questions involving the Band-Aid bandit investigation. Woodfield probably can't get a court-appointed attorney until he's charged with some crime. That might not happen for months. Parole officials say Woodfield can be returned to the state penitentiary for up to 16 months for violating his parole. During that time, he could be questioned continuously about the I-5 case, again, without access to an attorney unless he can hire one on his own. After that, Woodfield would have to be released, unless the authorities can file new charges against him. Sources close to the probe have told us the police still have a weak case, although they're sure they have the right man. Riley disagrees. He says there are always questions in a complex case. Other officials have told as Riley has had to backpedal on statements to the media that have violated ethical guidelines. Riley says he has no such problems. One attorney told us Riley should either file charges against Woodfield. Or stop pointing the finger at him as the band-aid suspect. That, he said, prejudices the public against someone who may never be prosecuted. At one point officers were hiding 19 different locations. This store has a number of built-in surveillance techniques and in fact cameras here took these pictures of the banded actually robbing the store. By analyzing the killer's crime pattern police chose potential target stores and restaurants. They began surveillance at 6 in the evening, knowing the bandit usually struck before 11 PM. Two plainclothes policemen kept watch at each location, armed with shotguns and other weapons. They spent hours just waiting and waiting. Every time customers would walk in, officers peered through cracks in the wall or into monitors to see if this might be their man. Officers continually relieved each other as eye fatigue and mental exhaustion cut down on response time and effectiveness. Police admit that stakeouts are inherently dangerous situations. In one instance, while police were hiding in the back of a convenience store, a young man walked in through the front door, wearing a bandaid over his nose. He had intended to scare his girlfriend, who was a clerk at the local market. Well, police didn't think it was very funny, and the young man never knew how close he came to being shot in two. The deputies are asking for pay raises to bring them equal with police in Eugene Springfield and other Oregon cities. But eyewitness news has learned the union that represents the sheriff deputies has problems. For one thing, it's virtually bankrupt. The deputes belong to local 2257 of the American Federation of State, County, and Municipal Employees. That local is an outgrowth of the Lane County Sheriff's Association. The association is bankrupt due to litigation last year. The president of Local 2257, Deputy Jimmy Willingham, has confirmed that there is no money in the AFSCME local's kitty. It, too, is virtually bankrupt. Willinghams says that deputies are shopping around, looking for the best union to represent them in their negotiations.
