And I really do believe that Nader has found a way to provide an outlet. For the same kind of frustrations voiced here tonight of young people who see what the problems are and wonder what can they themselves personally do about it. While we have, like any organization would, budget difficulties, sometimes cutbacks and sometimes delays and needed expansion, while we're pretty tight on dormitory space and classroom facilities like any other college, for example, we have about seven waiting in line for every one we can accept, we don't have the real headaches and worries because it is primarily split 60-40 between the church and the college. The college being the sponsor for the Worldwide Educational Extension Program via the radio and the television and the publications, so that the college in effect is underwritten by the church. I was a very little nondescript character that sort of faded into the woodwork in school. I was unable to participate in the big sports primarily because of size and I think just lack of ability and I didn't know all that many people. I was in a rather narrow circle of friends I think in high school but in looking back through the old annual which I've done a couple of times I'm surprised at how many people I have met since. And I'm also surprised how many of them have. Remain in the local area and are in local businesses. Some of them are in the Valley, in Portland, a doctor or two, and others have stayed right here in some of the trades. So it's the story of any graduating class, I guess. And in most cases, the father is under a legal and I believe a moral obligation to provide for the support of his family. Many of these fathers have jobs and are earning substantial incomes. In 1961, the Oregon Legislature established the Welfare Recovery Division under the Attorney General, whose primary job is to enforce those obligations against the fathers. The program should be expanded. We're now operating in only 25 counties. We hope to expand it to 36 counties. We're also proposing a pilot program, which establishes that the enforcement of these obligations, not only as to persons who are on welfare, but as to persons who aren't on welfare would be in a single state agency under the Attorney General. The first is in the area of consumer protection. In July of 69, I appointed a 16-member advisory committee consisting of representatives from consumer groups, labor, industry, legal aid, to try to develop a comprehensive consumer program for the state. We came up, we've come up with a bill, which is now in the House of Representatives. Many of the features of this bill, such as those that outlaw referral sales, establish a three-day cooling off period in home solicitation sales, and eliminating the Holder and Duke course doctrine in consumer transactions, are self-regulatory in nature. But the bill does also establish a new Deceptive Trade Practices Act. And would create a consumer protection division within the Department of Justice to enforce that act. The second program deals with welfare now and support. I mentioned this earlier, but the third program I would like to mention consists of a series of reforms which would expedite the handling of criminal appeals. Presently, it takes in Oregon, and we've conducted a study and it presently takes in Oregon from the time a man is indicted for a crime until that charge is finally disposed of on appeal. It takes almost two years. Such delays, I think, make a mockery of the criminal law as a deterrent. I think both the public and the defendant are entitled...
