It was a marked success because Secretary of State Dean Rusk did a magnificent job of diplomatic statesmanship at the conference. It was a marked success because the resolutions adopted were strong. Contrary to some press reports. What did we do? For the first time, Castro communist Cuba was quarantined from participating in the functions of the organs of the Organization of American States. And that was by a 14 vote with only six abstentions. But please note that when the final program of the conference was up for a vote, the vote was 22 nothing. The six that previously had abstained adopted the total package of resolutions. What else did we do? We placed an embargo on trade with Cuba in arms and strategic materials. They passed a Resolution 22, nothing declaring that Cuba was incompatible with the operation of the Organization of American States because of its communist regime. They adopted a program for free elections in Latin America. They made perfectly clear that Cuba was to be excluded from the Defense Board and probably more important than all. They set up a security system for Latin America for all. The Latin American countries will join together and sing to us that the guerrilla warfare, which is part of the Cuban tactic in Latin America, will be stopped by united action.
