He is shown here with a beard and without one. He has been convicted of armed robbery, assault, escape, parole violations, and being a felon in possession of a firearm. In 1975, he was considered one of the ringleaders in an uprising at the Oregon State Penitentiary. State prison superintendent Hoyt Cup claimed then that Kessler and his associates planned to take over the prison. Federal prison officials shuttled him from one facility to another for several years because he had a record for causing trouble. He spent time in the high security prison in Marion, Illinois, at the Atlanta Federal Prison, and at Leavenworth. When he was arrested in Castle Rock, Washington in February, he was charged with jumping bail on a narcotics case. The concern that he might escape or have others break him out forced Collett's County officials to hold the arraignment inside the jail library instead of in court. Kessler was sentenced to 25 years in May for shooting at police and the attempted escape in which his car was stopped in Castle Rock, Washington. The sentence was suspended, providing that he would be sentenced on federal charges. Arraignments were scheduled today for Kessler and three others at the federal courthouse in downtown Portland on bank robbery charges. The Willamette National Forest in the Oregon Cascades produces more board feet of timber annually than any other federal forest. The logging also produces a lot of waste, otherwise known as slash. Years past, loggers left as much as 150 tons of logging debris on each acre of clear-cut forest. Standard practice requires that slash be burned before the forest is replanted. But slash burning creates huge plumes of smoke that often pollute nearby communities. Slash burns sometimes smolder and escape to burn the virgin timber stands nearby. Now the Forest Service is experimenting with new guidelines, asking loggers to clean up ten times as much logging waste as they used to. That increases the cost of logging, but much of the wasted wood is now being used for chips and other wood products. The biggest benefit could come from cleaner air. To check that out, the Forest Service is closely monitoring a series of test burns on the Willamette. Air samples were collected by B 23 Flying Laboratories, funded by the U.S. Environmental Protection Agency, as well as sophisticated smoke sensors strung along the fire's path.
