I have been proposing and I am proposing that we have a 200 foot buffer strip on either side of live streams and this is a more conservative and a more precautionary control than has existed before in Oregon and I suggested to Mr. Cutler that the Forest Service would be adequately protected if they would abide by our standards which we were adopting for the state forest lands of Oregon. Was this a political decision based on strong lobbying from the timber industry? No, I don't think it was. I think probably it came from a realization of the economic impact that this decision had in cutting down our ability to properly manage our forest lands and therefore cutting down on the allowable cut. And I haven't talked to anybody in the Department of Agriculture since this reversal, but I assume that they just came the conclusion that they really were creating. Very serious economic consequences and maybe they better back off and hold off until EPA had completed its studies. No, it means that our program has been successful the last few years and that we hope we can continue it and with a little luck we should be able to. First things first, you've got to get through that District 5 season, how do you rate the league this time around? Well, that's going to be tough. We've got about five or six teams that are all capable of winning on any given week and I think overall our league is going to a lot stronger than it was last year. It will be tough to go through undefeated for sure. There's no protection for a renter if indeed ballot 6 passes and the landlord receives a large windfall in reduction of property tax. I think we need to tie property tax relief with some relief to the renter. Okay, back up for it. Push them out! I think that our job should be to add some objectivity and information to the problem so that both landlord and tenant can understand what rents should be charged. I don't think the assessor should be in the position of applying rent control. And an additional service or something. That's far. We are not waiting. What am I getting for that? The county commissioners were the backbone of government in the state of Oregon. I've always believed that that is since I decided not to have a fire. The budget that I will present to the 1977 legislature recognizes that local tax resources have been stretched to the breaking point and it reflects my strong that whenever the state imposes programs on local jurisdiction, we must also assume a fair share of the cost. This has special meaning. My budget will include more than $275 million in general fund assistance to cities, counties, and in direct property tax relief to the individual property tax payer. Of that total, $83.4 million is new money. My budget proposes $25 million in new revenue for Oregon City over the next biennium, and marks more than twenty two million dollars. For support of the counties during the next biennium. ...I thought it was both, for example, both... Thank you. Court in 1955-1959. Straub's proposed program changes would leave decision-making in county and local hands, but provide vast money increases from the state. But it still all comes from Oregon taxpayers. The reason that the cost that's involved in this new federal law has to be looked at in the context of the rights that accrue to students. We think the right to keep their private educational records from the public is an important right and is worth the cost, at least worth the costs. We think right to know who the materials have been disclosed to is an an important right, the right be able to review student records. And to find inaccuracies or inadequacies in the records, and to note those problems in the record is an important aspect. So the statute protections. And as a result, we began negotiating back and forth. Won't you add this into your student records policy? We're in the biggest forest products area in the United States and really the schools weren't doing too much to help these people. They're some of the largest taxpayers and yet we weren't doing too many to help them out and there was a real need to get a student or a person coming right out of high school that had some basic training and understanding of how the industry worked. Industry has a real problem. Go easy now, don't break your neck. One of the main problems that we have, or the citizens have questioned, is that in the past Eugene and Springfield Fire Departments have always responded to first aid calls. Now as a result of this news broadcast on KVAL last week, we have people concerned that firemen and the fire departments no longer do this, and this is not the case. What we're saying is that you may call either the Eugene ambulance or either fire department and get both departments responding for the greatest... Benefit to the citizens. We can dispatch in Eugene and Springfield both. We can dispatch ambulance and fire personnel simultaneously through the use of our MedNet communication system. Well, it's one of the things that the kids can do here in town, and it's an active sport. Everybody can participate. Is it a lot of families participating? Very much so. It's a family sport. Between Commissioner Archie Weinstein and County Assessor Ken Byland began several weeks ago when Commissioner Weinstein was given an assessment notice for back taxes due on this health spa, which he owns at the corner of 29th and Willamette. We've blocked out hours for the general public to play, we've blocked out time for high school kids to play from 4J School District, we've locked out time regular members to play. We've locked time for lessons for the community and for the regular members of the Family Tennis Center. So everybody will be able to use. There will be no discrimination in this center on the basis of membership in the association at all. Yes, Archie was a little bit concerned that he was paying taxes that he didn't feel he had an obligation to pay, but the state law indicates that the taxes follow the personal property. After he bought it? After he brought it. So we have to collect on the personal property, which means that wherever that personal property goes, the taxes follows it. That turnout will probably be relatively light, I would assume, when you consider that our budget is the only thing on a ballot measure. I would assume it will be very light. But I think from what I hear from the people that I've discussed the budget with this time, I would think that we're going to come out of there with an affirmative answer. I don't know if you can hear me. I don't know if I can hear you. No, I'm just kidding. You have to smile. They make pictures. Wow, that was very good, very good. Just like anybody else, of course I really didn't know him that well. It was more or less in the informal sense that we would visit and he would make purchases for his bingo parlor and paid his bill and treated us just the same as you would expect another businessman to, so from that standpoint he seemed like a nice person. A typical patient going to a chiropractor's office would receive a thorough history taking. They would probably receive a thorough orthopedic, neurological, and physical examination.
