Love said the current crisis is real. There is no easy, quick answer and no single place to put the blame. He said it has to be fought on all fronts at once. He then turned to the petroleum shortage in particular. He said, it is a result of increases in demand. So he says the demand has to be dampened. Love spoke of possible mandatory allocation programs, which he says wouldn't be a panacea, but which would result in equal sharing of the problem. He said people will accept and respond to difficulties better if they have the feeling that the problem is shared equitably and fairly. McCall in a press conference said the state police last night requested the International Marion Dunes Hotel in Salem to douse their outdoor lighting, the local management refused upon orders from their superiors. McCall said that Attorney General Lee Johnson will issue an injunction tomorrow against the hotel. Elsewhere, McCall said state police report compliance with the ban is about 90 percent in the Willamette Valley. In this morning's final session of the conference, four resolutions were discussed and adopted. The major one dealt with the theme of the Conference, the energy crisis. The resolution covered a number of different facets of the power shortage. One section asserted that independent gasoline dealers are being dealt with unfairly and urges the cost of living counsel to withdraw its controls. The governors were told Monday by Secretary of the Interior, Rogers Morton, that allocations of petroleum products may be imminent. In today's resolution, the governors sought to have a part in any allocation agreement by urging the government to give them, quote, a high degree of involvement in formulation of a final allocation order. In keeping with their commitment to cut down demand for power by 10 percent, the governors included a clause urging utilities to make available low-cost financing for installation of adequate insulation in homes. The resolution states that such proper insulation could be expected to conserve 15 percent of the energy used annually to heat and cool American households. A separate resolution set up a staff advisory committee made up of the governor's senior This committee will provide a vehicle for the governors to act on matters of joint concern and to continue the work started at this past Western Governors Conference. He said the last session of the Oregon legislature recognized the increasing need for legal aid and medical expertise in homicide investigations, which is why it passed a bill giving the district attorney and medical examiner responsibility for coordinating murder investigations. Horton said all he is asking for are the tools to do the job. The $22,000 Horton is requesting would provide for a full-time investigator to advise and direct all law enforcement agencies in the county on homicide cases, a part-time secretary, and a car with a police radio. The commissioners placed the proposal on next Wednesday's after saying they wanted more time to study the issues involved. Now if the Attorney General is determined to be correct by the Supreme Court, and I think this issue will go to the Supreme court, then the grand jury investigation should proceed and any action by the House of Representatives should take into account the results of that investigation.
