The simple truth is that the state of oregon does not own Oregon's beaches. They have for a good number of years been deeded to the landowners up and down Oregon's coast. In 1913 Governor Oswald West was successful and getting through the legislature a. Bill which said that from low tide to high tide, that property will belong to the public and would be in the name of the state highway commission. This has been true since that time. Recently, however, controversies have arisen as to whether the dry sands portions of Oregon's beach should also be in name and in the custody of the public of the state of Oregon. Well, this sounds very good and we're all in favor of this And yet we find that several hundred property owners on Oregon's coast who have for years paid for that property and paid taxes on it are becoming a little concerned because suddenly they receive the word that the property actually belongs to the highway department. We have offered amendments to House Bill 1601 which says in effect if the state is entitled to the property by adverse possession or by the fact that the public has been using it, fine, let the state go ahead and execute. If, however... If the state does not own the property, then we should set about condemning it as we do for public highways, as we did for public parks. A lot of people are on the impression that everyone is under a dollar quarter minimum and this is not true. The bill would place the minimum wage in industries throughout the State, not only for women but for men also. At the present time, the minimum wages for women in Oregon is from 65 cents an to a dollar and a quarter. And the bill carries with it $1.25 minimum. Although there is a provision in the bill that gives the Labor Commissioner discretion in exempting certain people, such as superannuated, older people, handicapped, mentally retarded, and so forth. So a person or employer would have this opportunity to put his request in writing. And after review, we decide whether to grant the exemption or not. There are many states throughout the Nation 26, in fact, that do have minimum wage laws, and they are operating very well. To my knowledge, it hasn't put any employer out of business. It does standardize the wage levels throughout the various states. I think this is a good bill, and I am very delighted that the House passed it, and it is now in the Senate Labor and Industries Committee. With a few minor amendments, I think we will have a very model bill. He did exactly as I said, and he organized each area of population so that it would be independent of the central organization and also of each of the other organizations, so that if anything happened to communications or transportation, they would have an organization that would be able to serve them until such time as help that they might need would be forwarded from the central organizations. I don't think that we will suffer in the future for lack of funds or equipment we never have. We're interested in civil defense, the people are interested in the civil defense. We have a great many volunteers in key positions. I have since discovered, since the bill came out yesterday afternoon, that Mr. Redden's amendments to this bill, the minority leader in the House who proposed the amendments to the bill, failed to provide that there shall be any primary election whatsoever in 1968. So we're going to have to take this bill back in a committee and have a. As to General Westmoreland, let me say that he is a great soldier. He is not a soldier statesman. And it's very regrettable that the military point of view completely outside of its jurisdiction is being brought by the Johnson administration into the political arena in this country. Let me make very clear to the American people that neither General Westmoreland or any other military officer of the Pentagon building has the slightest justification to tell the American people what their foreign policy should be. If they want to get into the field of foreign policy, then they should get out of the military uniform. There is no place in America for the sowing of the seeds of a military state. And in my judgment, General Westmoreland is completely beyond his jurisdiction when he seeks to interfere with a great constitutional guarantee, namely the guarantee of dissent. Let me say that this found that the foundation of this republic was on the basis of dissents with the British crown. And let me also point out to the military, and I speak with 22 years of service in the Senate of the United States as a former member of the Armed Services Committee and now a member of the Foreign Relations Committee, that if the American people don't stop at the very beginning, this dictation or attempt to dictate on the part of the Pentagon building as to what our foreign policy shall be will move in to a military state. And the senior senator from Oregon is not going to be silenced by a General Westmoreland or by anyone else in the Pentagon building when it comes to the determination of what the foreign policy of this country shall be. And he has to serve as the needs not only in the area of air and water pollution. But also taking care of checking the public water supplies that all of these hundreds of thousands of people consume daily and checking the sanity of public swimming pools.
