Hatfield has already characterized Congressman Weaver's 1.2 million acre house bill as excessive, but he also knows he'll have to strike a deal with the House to put a final end to the wilderness debate. Hatfield thinks he has the answer, with a modified wilderness plan he calls national conservation areas. Basically, NCAs would be managed for one dominant use, conservation, as opposed to multiple use, which normally means logging. However, in contrast to full wilderness designation, the conservation areas would allow limited road trail and campsite construction, and they'd also allow management practices to improve fish habitat and to combat insect infestations and forest fires. So far, both the industry and the environmentalists have turned thumbs down.
