These are people who normally are charged with traffic offenses for minor crimes who would traditionally, if they'd been arrested by a county sheriff, be released back into the community. But because they've been arrested, for example, by an Eugene police officer, they have to stay in the jail facility and thereby they add to the counting problems. How much do you figure that might save? We can generate probably four beds. Out of that particular program giving four more beds for same-sex offenders. ...Fighting over it unless they're making money on it, and nobody was paying. Now, I guess I understand that's one of the problems that they had today. Well, that's wonderful. You're right. They offered to unload it, sort it, everything for you. Well, there's people out there. It may take a little sweetening of the pot. Quinn, where's your document that you used? And I have to agree with Commissioner Rutherford. It's hard to comprehend because now they are covering you. I'm making a living already scrounging out of the dump and I've got a good one there. Insisted on a 17% increase in workload in the second year of the contract. This would mean, for many people, would mean actually teaching a whole another course each term would mean considerable more work, along with people trying to do their academic work at the same time. Just completely ridiculous. And our people were outraged to hear that. They won't stand for it. There's no way in this earth where people will accept that kind of an increase without compensation for it People haven't dealt with organized TAs. We're only the third TA union in the country. So it's a very new kind of thing that management doesn't have to deal with. The fact that we are dealing with... Between 10 and 2 is good. Any time, 11 to 11, 11-12. Yeah, we will. How is it in the next? As I said, we haven't. We're going to announce 10 years. That's one of the reasons the profits of that's where the inflation is going to come from. We're talking about us, let me ask a second question. Are slimming us to 7%, but our companies and other companies are making public employees because... Between 10 and 2 is good. So it's a very new kind of thing that management doesn't know how to deal with. The fact that we are dealing with a legislature that doesn't want to pay people. I realized this is not a board activity, but I would like to give you a couple of points. I would expect the board to act on it before the meeting. We've unfortunately both been placed in an extremely strong atmospheric role, and I have a hope that tonight we can begin to travel down some beautiful highways and try and heal a great deal of wounds that have been inflicted on both sides. Are there any other questions? And it always lets your statements flow. Yeah. Which side? I think that the question was on a day-to-day basis, specifically about the menace in the restaurant. We believe that this will accommodate most of the needs of the faculty and will probably be affordable by the college. So it's a good pact on both sides. I think when we get a look at it a year or so down the pike we'll both be very satisfied with it. Still little things, jumping off sides in a critical situation, and fumbling, and that bothers me, the fumble part. And I think we're going to cure that this week. Our biggest area of concern, probably, is our defense right now. We played very tentatively in the first game, but last week against USC, we played aggressively. We just got blocked. So we've got to come off blocks better, and we've gotta be more reckless on defense. And I that's something we'll work on. And if it involves personnel changes, we'll make those too. I haven't had a chance to talk to Alan. We were trying to figure out what to do in terms of getting some sort of a cooperative thing going on. This will be kind of crazy, this will be kinda crazy stuff. So about half that number count for the majority of the changes. We have curtailed some services. Of course, the life-threatening emergencies are no longer coming here. Elective surgery has been curtail. The overall, like I said, the overall function of providing a full-service community care has been a curtail, so that we are taking care of patients. I think we had approximately 36 patients several days ago. And we're handling the patients that we can handle with our customary good care and not taking those that we cannot. Thank you. We think that if this strike were to be prolonged, that eventually the health system delivery will be overburdened. And we don't believe that Sacred Heart, I guess you have to check with them to be sure, but we don't believe that this could continue in an efficient manner, without some drastic revisions of the care. Is this calm, pretty calm? Fight! Don't stop, man. I was concerned about our kids last week having the attention on Michigan State and I'm concerned at whether their attention is on Washington. I think that since it is a traditional game, a rival game, a conference game, our first conference game of the year, our home game of year, I would certainly hope that our attention is, is on the job at hand and it is an awesome task because University of Washington has a great football team and we've got to play an excellent game to expect to have a chance to win. We can't turn the football over on offense. We've got to be very sound in the kicking game, and we've got be very disciplined on defense. 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 54 as hard as you can! Coaches are never satisfied. We've gotten off to a good start, and again, we're not playing in a Pac-10, so we're probably not able to really see what we have yet. We've got optimism a little bit guarded, I guess, towards the season, but this is going to be probably the biggest test we'll have in the first six ballgames. You were saying before the season when we visited Seattle you want to throw the ball more. You haven't been able to do that as much as you like. Well, we've called more. We called 26 passes in the first two ball games and we've released about an average of eighteen. Productivity for the pass was not real bad the first game last week. It was awful. Dropped five passes. Had one receiver open for a touchdown and threw the ball in the stands. So, you know, we still got work to do. We've worked hard on it. Of course, we got problems this week. Keith Richardson is injured and probably will not start. Lots of seven on the play. Yeah! We really improved our intensity in the second half, you know, we talked to them about that and for the first game they really came back, of course they played much better in the 2nd half, we're really proud of them for that. Number seven, Buddy Buckles on a keeper. Kenny Nelson, the volunteer. A good example would be to take the case of a firefighter who may be asleep at night, for example, when he receives an alarm. His heart rate is greatly depressed. Upon receipt of the alarm, his heartbeat increases 60 to 70 beats per minute. He has 30 seconds to get out of a truck and leave a firehouse. He arrives at a scene maybe a minute later. He is wearing heavy protective clothing that doesn't let his body breathe at all. He's wearing a 30-pound air mask on his back. His heart is getting close to 200 beats a minute. He is fighting a hose with maybe 150 pounds of back pressure or searching. These kinds of activities put a tremendous amount of stress. Is how efficiently they're utilizing oxygen. Five agencies, public agencies, and one arm. All you gotta do is stay your feet inside the boots, pull up the suspenders, and you're half-dressed, right there, and your coat and helmet on the truck. So our involvement in these activities does not delay our response at all. It's very critical to the success of our program that the public understand what's going on. One thing that I would explain right now quickly, and I can demonstrate. Stop the spray, stop the spray... Thank you. We're going to the news conference now. Are you ready to go? I'm assuming you want me to sit here. Is that correct? Good morning, I'm Moshe Linsky, Chairman of the Democratic Party here in Multnomah County. And Allison Belcher, I'd like to introduce to you two who is passing out a schedule if you don't have a schedule for today. I'm sure you're tired of hearing right now. Yes, sir. What's your best guess right now? Ted Kennedy looking more and more like a candidate. What do you think? I think he's not going to run, that's a personal opinion and as time goes on it might be, it might change. He definitely has his options open. I think that Dad's been a good president and a good leader for the Democratic party and I don't think that Senator Kennedy is going to challenge us. If he does challenge us I think we'll beat him. Thank you. I just think that we've got a good record as a Democratic president in fighting for the Democratic policies. I think that at the present time, I don't see where Senator Kennedy could offer better leadership or whatever. I also believe that Senator Kennedy's record that he's sustained over the last 16 years and dads when they're starting to compare each other, that dads mourn the mainstream of America and the mainstream the Democratic Party than Senator Kennedy would be at the present time. It would be a very tough race for them. And uh... My father certainly has not set himself up to run anything at all on Chappaquiddick. We have run, we have set up this campaign starting in March with the intentions of having serious opposition and strong opposition, whether it be Jerry Brown or whomever it might come from. If it comes from Senator Kennedy, we're already geared, we are geared to go. But it depends, we expected strong opposition to start with, we've always run our campaigns that way. If strong opposition does not come and the campaign is set up that way, then it gives it's a better chance going into the November election to already have an organization intact. What can your father offer the country that Senator Kennedy nodded? I think the steadiness of leadership, I think having the hand on the till that's already been going and getting the feeling for things that are ongoing, I believe that he's going to be able to control inflation and do those other kinds of things. I think he offers America the kinds of stands on the issues and programs that American people want. I think if you compare the records between the two, I really don't believe Senator Kennedy is going to run. If he runs, I'll think we'll beat him. But according to the latest Gallup poll, 54% of Americans disapprove of what your father's doing. Only 33% approve. Well, I think if you look at those polls, dad's personal factors have always remained extremely high. As the campaign comes on and dad starts going out and talking about his record, he has a solid record of accomplishment. The campaign has not started yet. We have made some tough and controversial decisions, things that had to be decided. Panama Canal is a good example that don't help us politically, but something we've had to do. I think that's a good reason for people to vote for us, and I think they will as time goes on. The campaign is not geared up yet. Nobody has announced yet in the Democratic Party. Once that happens, we'll be compared with other candidates. Right now, we haven't been. I think the campaigns are one candidate to the other. When that starts to happen, it will automatically come up in the polls. Is there any chance, do you think, that we'll see a stronger, changed energy policy, perhaps? A lot of foreign leaders have said the U.S. Has no energy policy. We have no energy policy at the present time. I think that... We see some forceful alternatives to work on. I think we've had some forceful alternatives put forth for a long time. For the last two and a half years we have not been able to get past the very first legislation dealing with oil through Congress. I think that now that Dad's gotten the public aroused about it and has gone around the country campaigning for windfall profits tax and other things, we can change that around between now and the end of the year and get a good tough energy policy through. It's about time we had one and I think were going to get one very soon because the public is aroused. I consider my father a candidate to run in every primary, every caucus, and be involved in every precinct in the country. When will he announce? I don't have any idea. I don't think so. Hamilton Jordan, I know, has never used cocaine. I think it's absolutely a ridiculous charge. And it's something that, you know, the new law that they have, anybody that brings up that is automatically, you're automatically suspect to a special prosecutor. It's only September. I hate to see what charges they're going to bring up the week before the New Hampshire primary. But I don't think that anything, and I don't think it's going to affect it one way or the other, because people will understand what's going on politically. Do you think those charges were just a ploy? Uh... Charges were reduced to misdemeanor and I think it's just a kind of a plea bargaining thing that they were brought up with. You say the campaign has not begun. Certainly, your appearance here appears to be campaigning. And John White was here a month ago. He said there would be special emphasis in the West. Yes. And it would certainly seem like this is part of that. I said, I didn't say it hadn't begun, I said that Dad has not begun campaigning. There is no announced candidates. Dad hasn't focused on the campaign yet. He's got energy, he's got salt that's taken 95% of his time now. And I think that when he starts campaigning and getting on the stump that he'll turn things around. But there are no announced candidate yet even though there is an awful lot of campaigning going on. He hasn't started doing it yet. What about the latest public opinion polls that show your father... Has the least popularity of any presidents way back. His popularity is really following the American people. What effect do you think that's going to have on the campaign? And how does the Carter camp feel about that? Well, we feel that we can change it around. I think that once they start comparing dad's stands on issues and his views with that of other candidates, which hasn't been done yet, the dad will automatically come up in the polls. I think we need some opposition. We need an opponent to be compared with to help us in doing that. And I hope that very soon that if Senator Kennedy is going to run that he will announce, if Jerry Brown will go ahead and announce, and I think, you know, dad and others start getting into it and the press pays more attention to it, then we'll automatically come up into the polls. All that will help us. What do you think will be the Republican... There are rumors that he is going to get into the race and he would probably be right up there breaking if he didn't. In the last couple of months, there's been a lot of attention on the world. My father is the President, he and my mother do not always agree. But my mother feels that she has the right to give him her views and advice. He trusts her judgment, but she does run the country. One of the things that she tries to do is keep it from being pulled up. I think my mother's always a good one. I think she stands up for women's issues and women's rights, and she is taking on some very tough competition and energy in the two right now. I would imagine the press will define the issues much more as time goes on. It really depends on where the conflict is between the candidates and Ross. If everybody agrees on the issue, then we'll come to the end of it. So thank you. Type of instance or issue that you think the American people are misreading your father on? Any misconceptions that you believe? Well, I think that the Canadian president has a lot of controversial problems, like Panama Canal went through four presidents, Salt Lake's been through three presidents. We've got a lot of things that we have been able to accomplish. So I think we're going to do very well in it. That's something we have to overcome. And I would say that probably being an incumbent has more advantages to it. Do you agree? If you were to decide to run? I think that some of it would, yes. I think when people start thinking of him on the issues, it would automatically lead to some support. How much? It's hard to say. Any time the candidate, like Senator Kennedy, that is not a candidate as high as a pole in the national... It's a little bit of a whole point at the end. I would say that we would emphasize his record, yes. I think the only way that we will be able to go through a primary battle with Senator Kennedy is if we left personalities aside, because we don't want to destroy the Democratic Party. I would assume that both sides would do that in November. And I'm sure that Senator Kennedy would support my father after the convention. Are we going to see a different Jimmy Carter in this campaign than we saw four years ago? He hasn't changed, he hasn't change his style and he won't. You mentioned the question as one of the other big issues, and certainly that's something that the Republicans are going to be reflecting on, making it a better job to be doing it. I think we should be able to take the issue away from where we're at. Mr. Nixon became president after he had a million-dollar surplus. He became president when he had $66 million a year deficit. That's not the way it should have been. Mr. President Nixon did an awful lot of bad jobs in the place of 1, 2, and 3. And now that's Republican economics. I think the Democratic economics are trying to get people employed, people employed and fighting inflation that way. That was the... What you mean by your father's record, it seems to me that at this point his record consists of a proposal that 95% of which has been voted by Congress. It seems to be a record as a series of accomplishments, not proposals. I don't know what you mean. I think cutting the budget deficit by more than 60 percent is an accomplishment. I think we can go to the Mideast in the settlements we have over there as accomplishments. We've shortened the Social Security system. We've cut paperwork back by one-third. You know, the list can go fairly long. I can, as a matter of fact, I can give you about 40 or 50 things on a written paper if you like. I have it in my suitcase. Thank you. But we have got an awful lot of accomplishments that we have been able to get through Congress. The only things that we've been defeated on in Congress in a domestic legislation are welfare reform and tax reform. And the energy proposals. But what we have made the most to do about is energy. And having been defeated on energy over and over and over, that we do look like we haven't been able to work with Congress. But we've had an excellent relationship with Congress, we've added eight million new jobs to the job market. We've done an awful lot of things of that nature that maybe you don't get credit for. Probably the biggest unwritten story is the reorganization of the federal government. We got the law passed about the first two months where we submit to them proposals to reorganize. They have 60 days in which to veto them. They haven't vetoed any so they hadn't gotten carried in the press because there's no conflicts there. So I'd say we've passed almost everything except energy legislation, which I'll admit is where we put the biggest emphasis. With Panama Canal Treaties is another one that was extremely tough to do. We've had a good working relationship with Congress. We feel good to agree in communicating that view. Yes, I would say that's probably the biggest failure of the White House. Dad does not feel comfortable in standing up and patting himself on the back. During a campaign, it's a natural time to do that. Once he starts, we have a good record to run on. What are you going to be doing? Are, uh, don't even hear any of this. And, uh... The southernmost part of 1B is the 1SR, and that's what they're trying to see. And we'll see several, uh members of the policy if they would like to see the thing that was front political rights. I'm sure you could just find one way or the other. Okay, the motion carries. So under 2.634, in the second sentencing, we'll read the city manager's solution. It was a sad situation when we were doing the amount of work of our neighboring cities in this county and we were receiving less pay. This brings us right up close to Eugene and Springfield. It's going to increase the professionalism of our department. About the morale, what's your best guess? I think when the folks see the offer and have the opportunity to vote on it this coming Thursday, morale is going to skyrocket. Sustained work. Well, at this point, it doesn't look too good, but we'll have a another proposal, I think, from the county within a few minutes, which may close the gap a little. And we hope we'll work out the problem. Do you think we're looking at an all-night session and maybe longer? Oh, very well. Could be. Probably won't close too much at this point. If the board was whole right, I would, as I recall, be the second Monday of November. On that aspect is a very important thing to consider. However, I'd like to point out to the board that there's an obligation to make that decision, but I suppose we could adopt any other procedure reaching that. We should make those selections. It is already evident. I really feel the unfair advantage. Inspection in terms of the issues of hand that are really important to them. While... Don't envy these people, happen to do this. It's too bad it had to come to this. But I think they will be fair in their selection. I hope there's no prejudices there, which I don't think there is. All I can say is that we had a successful recall campaign in Marcola. There was one issue and one issue only. And now the LESD board is saying that they don't want to consider that issue in appointing new school board members. My personal opinion is that the people spoke and that the L-E-S-D board should appoint people whose opinions are in line with those of the recall.
