But by and large, 60 years ago, cities and counties regulated their own land as they saw fit. All of that changed in 1969. In an effort to preserve dwindling farmland, state lawmakers ordered counties to zone all of their land by 1972. That order was virtually ignored. The state took control of land use planning. Lawmakers drafted the first land use act in 1973, and the controversial land conservation and development commission was formed. The commission drew up land use rules and made grants to cities and counties so that they could form plans to comply with the rules. But there are those who do not agree with the rules. They feel that land use planning should be returned to the local level. One group is called Oregon Citizens for Fair Land Planning. Another is the Association of Oregon Counties. These are two of the powers behind Ballot Measure 6, a call to abolish the state's decisive role in land use planning. The supporters of Measure 6 argue that the L C D Cogs down the whole process of reaching land use decisions. They say it allows environmentalists to put too many kinks into the works and that it rides rough shod over personal property rights. But supporters of LCDC, like the 1,000 Friends of Oregon, are fighting back. Leading that attack against Measure 6 is former Governor Tom McCall. McCall says the inconveniences of the L C D C are worth the results.
text/plain
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70469/file/156415#t=1464.49,1563.03
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70469/file/156415/transcript/86971/annotation/55
Speaker 12: If we only have a ninety five percent effect. But all clowning aside, let's take a look and see what's going on in the fruit and vegetable department. Over in the vegetable department, locally, onions, squash, pumpkins, cabbage, carrots, all coming in. Very good, very reasonably priced. The vegetable season is starting to end here locally. Prices are starting to escalate, but there's still some good values. Out of California this week, head lettuce, Brussels sprouts, new crop, very nice. Castroville Artichoke's coming in. And also tomatoes, they've been down this week. Out of California, that rounds out the vegetable department. Swinging over to the fruit side. Well, you know about pomegranates and persimmons. They're coming in right now. They're a short season, so they're available now. Good values, excellent fruit. What else is new? Texas grapefruit. I think Texas grapefruit, besides Indian River out of Florida, are the best citrus around right now. Very good grapefruit, three, four, five for a dollar. Locally, Newtown apples coming in. Tarte, crisp, firm apples, 30 to 50 cents a pound, very good quality. And one other thing, people always say to me, when are good time to buy papayas or pineapples? Now is a good time. The harvest is on out of Hawaii. Pineapples, papayas, very reasonably priced, a real treat. Finally, a couple of tricks for you. Cranberries. They used to come in a pound bag, now they come in a 12 ounce bag and they charge more. That certainly is a trick. And secondly, avocados. No more has avocados. We're into the winter variety avocados. And the trick is to find the flavor in these avocados. There is very little. Have a good safe Halloween.
