It should be emphasized that no defense is perfect. Its purpose is to delay, deter, and make more difficult the attacker's position. The global ballistic missile defense and other systems described here can make the most of America's lead in space technology. The support system necessary to implement the military aspects of our space flight capabilities will also contribute greatly to such civilian programs as the Space Operations Center, space industry, and solar power satellites. More importantly, this new national strategy represents a break from the dangerous policy. Mutual assured destruction. What we propose is not a panacea. Space-based defense does not mean that our nuclear retaliatory capability can be abandoned or neglected. Five months after its delayed opening, almost all of the five-story building now stands empty. The asking price for tenant leases has dropped a bit, but only Foster and Marshall Stock Brokers and Prince Pukler's Ice Cream have yet moved in, leaving tens of thousands of barren square footage. The building is best symbolized by the metal structure that makes up the top floor. Now this is how the building was supposed to look when the architect submitted final drawings. But as construction got underway, the project ran over budget, and the metal shed you see today was substituted. Now that displeased the Eugene City Council, who had sold the property to the developers at a reduced rate in return for the developer's promise to meet certain design restrictions. Last November, the city agreed to allow the contractor to modify the roof to look like this, with more windows, softer corners, and big awnings. That work was supposed to be done by last Friday. But Steve Rosenberg representing the developers asked the city last week for yet another 120 day extension. Police took pictures and followed the blood stains, leading to the root of the crime. At 1.30 this morning, 35-year-old Kenneth Donald McCormick of Junction City allegedly shot and killed a California man, 32-year old Edmund St. Ander. The bar owner says a suspect, Ken McCormack, had come into the tavern before, and he had never caused any trouble. But last night, when he came to drink a few beers and to play some pool, he carried a gun concealed in a leather satchel. He carried it like a suitcase. Tavern owner Alice Patterson says a girl with St. Ander walked by McCormick on her way to the bathroom. She accidentally fell. McCormack helped her up.
