Only 20 were reported this time last year. Police attribute the rise to an increase in reported date rapes. Today at City Hall, Don Lamp asked the Eugene Public Safety Citizens Advisory Committee to consider a number of proposals to combat the problem. Lamp represents an ad hoc committee of about 15 women loosely connected with the Rape Crises Network. Among their proposals, more citizen patrols and free self-defense classes.
