That's what Washington's chief fiscal officer told us. But the Evergreen state is not in a good financial position. Despite the fact that the amount of deficit faced by both states is similar, the way they got here and the things they'll have to do to deal with it are considerably different. Washington depends on its 5% retail sales tax and on business taxes for 2 thirds of its income. Property tax, timber sales revenue, and miscellaneous taxes make up the balance. Washington's troubles began in 1978 when voters struck back at taxes, taking groceries off the sales tax for a revenue loss of over $400 million. Limits were clamped on property taxes, cutting $300 million. And the state's court put the support of Washington's public schools squarely on the back of state government, taking away a half billion dollars. By 1980's end, spending had risen more than a billion dollars and Governor John Spelman, who had just been elected on a platform of no new taxes, froze state hiring. In the spring, to ward off the crisis, the legislature raised some taxes and slashed some state programs. But in late summer, a new crisis appeared. Though the budget was balanced, state accounting practice had jeopardized cash flow. To make its checks good, Washington had to borrow $400 million. Wall Street was not amused and the state's bond rating sank. Almost simultaneously, the federal government cut $400 million worth of program aid to Washington. And that's when the recession caught up with state coffers. Rising unemployment and tight money made people stop and think before buying. And the resulting plummet of sales taxes caught the state by surprise. In the fall of 81, budget officers found themselves projecting a $655 million shortfall through 1983. Governor Spellman ordered a new hiring freeze and a 10% spending cut. The legislature, in special session, tacked an extra penny on to sales tax to bring things back into balance. But this January, when the legislature convened in regular session, there to greet the Solons was their old familiar nemesis, the budget deficit. This time, a shortfall of $323 million. It is that figure which must now be erased. The 60-day session has exactly a week left, and so far, nothing much has been done. Part of the job was spraying poison to kill unwanted foliage using the herbicides 245T, 24D, and arsenic. In 1978, as publicity mounted against the sprays, Croson took a blood test, which showed traces of all three chemicals. Not long after, he began feeling feverish and tired. Tests showed his bone marrow was deteriorating. An unusual and painful operation in 1980 cured that. But early last year, tumors were diagnosed. This is Abbe Lane, the housing project most like the one proposed for the South hills. But whereas these are duplexes, the South Hill's low- income housing project would be two-story townhouses. Thank you. But it's what's underneath the proposed South Hills site that worries the neighbors. They claim evidence shows industrial chemicals from wood products mills and farming pesticides were dumped here until the early 1950s. These drums and cables are practically in Bill Orr's backyard. He claims the attention that needs to be paid to this problem cannot be done before Tuesday's planning commission meeting. A November 1949 edition of the Eugene Register Guard calls the South Hilliard Street area the old city dump. And in fact, an official study done by the Eugene Parks and Recreation Department in 1960 says of the site, the old city dump will be a very difficult and expensive area to develop. Even so, Bill Orr says he expects their appeal to the city's planning commission to be denied. For example, if community health and social services is asked to make a 15% cut as part of a countywide cut of $3.4 million, here's what would happen. Starting from the bottom, the department would start pairing its programs for family planning, substance abuse, the mentally retarded and mental and emotional disturbances, as well as journalist nursing and environmental sanitation. The same thing would happen to the Department of Public Safety. Again, starting from the bomb, the sheriff would cut back his management and budget training. Communications and records, court services, inmate security services, and of course, police patrols. Planning and community development would lose help with mapping and records. Zoning and land division, and building and sanitation. The district attorney would lose three secretaries, three deputy DAs, and two investigators. And the county commissioners would lose their full time aids. The list goes on and on, and all of that adds up only to $3.4 million. Dollars. Long way from 10 or 13. County officials tell us the contingency plan may be the most important county budget document yet. Why? Because everyone knows more cuts are coming and the contingent plan is the roadmap for making those cuts.
