I've showed my feeling in this particular regard by introducing a bill some weeks ago, some months ago now, looking to this very result. I feel that so far as Social Security is concerned, I think that my thinking and the thinking of the people of the district are in perfect harmony because I think there ought to be a taking off of any restrictions on the wage earnings of Social Security recipients. And I think that the. The harm that comes from that limitation is far greater than is the benefit, and I can see some benefit to it, but I think that the harm outweighs the benefit. So far as the volunteer army is concerned, I am not persuaded that this is a road that would be beneficial to America. I think that it is highly desirable that there be the issue raised in the Congress, and I have supported Senator Hatfield's introduction of the bill, not by introducing the bill myself, but by saying I think that the introduction of the bills so that the issue will be raised and discussed on the very highest levels is a very sound part of the making of national decisions. But so far as whether or not I am persuaded that it would be desirable to move in this direction, I am not yet so persuaded. I think from the standpoint of the philosophy of a citizen's army as opposed to a professional Army. I think that from the standpoint of the economics of the situation, that in a suggestion which looks attractive on the surface may prove to be far less attractive as we get into the discussion in detail of what it really entails. So far as the AVM is concerned, this issue is now rising in the Senate, as you know, and it's there that it is being debated out and will be debated at the...and will be voted on in the very near future. My own feeling on this is, this is a very different... I think that it smacks of morals, it smaks of military, it's smacks of political, and it embraces all of these. At the moment, frankly, I lean in favor for a combination of these feelings of saying if it really comes down to a showdown that the president needs to have this, and there is a question from the military standpoint whether it would be good or bad, well, I think it is a very close question, an information which will be yielded. In the next few weeks, maybe in the debate that is now taking place in the Senate, may change our thinking because it changes our knowledge on this issue. At the moment, I feel that we do not dare take a chance on national defense if this is the issue of whether or not we run the risk to the nation. It's a very close question in my mind. It's about as close a question in my mind as this poll would indicate it is in the minds of the people of this district. And I do not have my mind. Finally determined on this particular issue and will not make it up until it is either the evidence that comes forth becomes more overwhelming than it is or I am to the position where I must make a decision on The issue of the 18 year old vote I do not feel as strongly as this poll would indicate some people in the district feel I think there are some very strong arguments in favor of turning to the young people of this nation and saying to them You have a major role in connection with America and its destiny. We call upon you to play significant roles in other areas. Of course we have playground equipment for the smaller children and some of the areas we have wading pools. One of the special events we have coming up next week is our bike rodeo which we have a deadline for sign up on next Monday. For the finals the mayor and the chief police will be there judging and they will also run through the course. It should be quite interesting. We are changing the hours of the program this year to the afternoon and evening, rather than the morning and the afternoon. The reason for this is we felt that we should try and include some activities for the teenagers and adults. An example of the evening program, we have a special arts and crafts session of four of the programs where we do such things as stitchery, fatiguing, and other types of arts and craft projects. And it bothered me two years ago when it was the Democrat in the White House, and it's going to bother me if it should be the case with a Republican in the white house, that the Congress leans back and says to the administration, what is it you want? But I think we ought not to lose sight of the fact that in both houses of the Congress, both the House and the Senate, the control is in the Democrats. And I think there is no excuse for their... Take up the banner, get into action, and decide on the spot a cause that's going to challenge you the rest of your life, and a cause it must be won, because relatively nothing else really matters. I hereby order and direct all state departments, all agencies, boards and commissions to consider Monday as an official state holiday. The personnel division of the Oregon State Executive Department will circularize an instructional memorandum regarding schedule of employees, compensatory time off for employees, and essential functions that cannot be relieved in other matters dealing with personnel practices in relation to this holiday. I want to take this opportunity to express my agreement with President Nixon's view that this is the most historic moment facing mankind, one truly deserving of this manner of commemoration. Representative John Dingell of Michigan last week in the Congress described litter as a $3 billion annual headache. In Oregon, it's a multi-million dollar annual insult to the environment of the most beautiful for the 50th day. Our State Highway Department alone spend upwards of $600,000 a biennium just picking up along the state highways. The efforts of citizen counties add hundreds and hundreds of thousand dollars more to the annual waste of money. And the real loss is not so much in terms of dollars as great as that expense is, but it is in the despoiling Oregon beauty and the livability of this great state. It was nearly 30 years ago. That Governor Charles Sprague was faced with a crisis in Oregon's forests. Two devastating fires had nearly wiped out the major timber stands of the northern Oregon coast. And this is the kind of meeting that resulted, the one we have today, concerned citizens getting together at the Capitol and, in that instance, creating an organization known as Keep Oregon Green. And headed base in all segments of our economy. In all groups of citizens, in all areas of the state of Oregon. And its story, we need not remind you, is one of consistent and remarkable accomplishment. I think the environmental crisis today is no less serious a problem than was the problem that brought those people together under the leadership of Charles A. Spray. Then the entire sample chamber is pumped down to vacuum. And at this point, we start accelerating electrons in a finely focused beam straight down the column until they hit the sample. When the electrons hit the surface of the sample, they generate x-rays. That is, the various elements in the sample generate characteristic x-rays and by means of these three instruments over here, three spectrometers, we measure the type of x-radiation and the amount of x radiation and from this information we can tell something about the elements present in the sample and their relative abundances in the samples. And the very nice thing about this machine is that the... Beam of electrons is extremely small size and so we can get a quantitative chemical analysis with extremely fine resolution. That is we can analyze a very small portion of the sample. Lift this all up.
