The Bonneville Power Administration recently announced it would not be raising its wholesale rates as much as expected. The BPA move means a budgetary windfall of about $600,000 to EWEB. Despite the windfall, board treasurer Don VanderZanden will recommend tonight that the panel go ahead with its own recently declared 10% rate hike.
