Essential services, heat, water, this sort of thing that some apartments do not have that the landlord is required to repair within a certain amount of time after being notified of the problem. Somebody's going to build generation, then one or another local authority steps in and stops the project. I don't have a solution. Nuclear power plants, coal-fired power plants. You know, there's talk about two plants in Montana and Montana is objecting to those plants being built.
