The end of another trial, this one in Lane County, will have an impact on thousands of people. It was the final resolution of the lawsuit filed against the Washington public power supply system by a group of Springfield ratepayers. On Friday, Judge George Woodrich followed his previous favorable rulings for the ratepayers with the frosting on the cake. The Springfield Utility Board said Woodrich had no business making a contract which required payment for power plants even if they were never built.
