Most of the Palestinian fighters, including PLO Chief Yasser Arafat, are due to leave Lebanon by land next week for Syria. Anytime anybody talks to me about sea run cutthroat or blueback flies, I have to chuckle a little bit. As you can tell by looking in this box, I believe they'd hit a handful of jelly beans if they were fished right. One of the things about sea run cutthroat flies is while you're sitting around tying them, you can do like I do and take advice from your 12-year-old daughter on what she thinks would be a good sea run cutthroat pattern. One of the important things about sea run cutthrow patterns, and the most important thing, is to get it where it sinks right. The sink rate on a fly is very critical. I do that with hooks, some guys do it with lead. When you sit down to try them, you just gotta experiment with them to make sure they're sinking right, and you know they're sinking right when you start catching fish on them. All of these flies are some is a combination of all my experiments. I've got one that I like real well, and the amount of material that's on the hook on the fly makes it a good sea run cutthrow fly. Any color works. Sometimes you need to change colors if you're anchored. If you go over there, take the biggest, brightest, prettiest flies you've got, that'll work for C-Run Cutthroat. Congressional leaders warned of bigger federal deficits if the measure didn't become law. Closer to home, Springfield's budget committee added two million bucks to a new tax base request. The six and a half million dollar measure goes before the voters in November. And the Bethel School District will have a tax levy on the September ballot, the same levy that went belly up in the elections two weeks ago. The Oak Ridge School District found out it had more money than originally thought. Plans for a September levy were chucked on Tuesday. Such wasn't the case at 4J. The Eugene School District's $4.5 million levy will be there in black and white on the September ballot. In fact, all week the district continued bailing out the ship, trying to keep it afloat till then. Fifty more teachers got their pink slips along with 22 other district employees. That's on top of the more than 80 teachers axed the week before, and the bloodletting's not over. 110 temporary teachers who sweated out the summer got the final word about next year. Don't call us. We probably won't call you. And Governor Atiya took our plea for help to Capitol Hill. On Tuesday, his honor told Congress the Pacific Northwest needs the Hatfield Timber Relief Bill. The measure would allow lumber companies to get out of federal timber contracts they can't afford to fill. ATIA said passage of the bill could save one out of every two jobs in Oregon alone. But all in all, last week's eruption could only be termed as peaceful. A far cry from the impending disaster lying at the foot of the mountain. Scientists say the earthen dam holding back Spirit Lake could burst by next May. So 3,000 miles away, President Reagan declared a state of emergency in the Spirit Lake area, making federal money available to avert such a disaster. Fifteen thousand homes along the Tootle and Cowlitz Rivers could be destroyed if the dam broke, according to Washington Governor John Spellman. So now the Army Corps of Engineers is charged with draining the lake to a safe level. And the dam burst Tuesday morning as thousands poured through the gates on day one of the Lane County Fair. Great food, great rides, and great entertainment brought record crowds to the fairgrounds, and the week's great weather didn't hurt a bit. The fair arena got a real workout, starting with a sell-out concert Tuesday by Country Western great Roy Clark. But Clark was just a taste of things to come. Both shows Wednesday featuring CW superstar Loretta Lynn were sold out and jam-packed. The coal miner's daughter brought some of her biggest hits and some new melodies along with her. And the Country Western Ball rolled on into Thursday with two sold-out shows featuring Jerry Reed. Of course, not everyone went to the fair to hear recording stars.
