And other states which have no fault insurance have been able to require that insurance rates be reduced to reflect the savings that occur to consumers. That's something that the State of Oregon can do. We know, for example, that if we give incentives to people to make savings, that we might be able to give savings and loan and other banking institutions the money to lend people for housing that they so desperately need.
