We consider a local income tax more reasonable, progressive, and equitable than the property tax. The specific proposal is 1.5% on the adjusted gross income of all residents of Lane County and individuals earning income within Lane County. And a 1.5% on the net income derived from Lane County of all corporations doing business within the county. Except for corporations, a tax credit formula is included, which would grant the greatest relief to those with lower incomes. The tax would be collected by the state of Oregon as a local piggyback income tax, which would be computed by the taxpayer on the same form as the state income tax. It is anticipated that this tax would raise approximately $6.6 million per year. The proposed form of distribution would allocate 45% of the revenue to the county and 55% among the qualified cities within the county.
text/plain
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676#t=71.92,145.43
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676/transcript/79656/annotation/2
Speaker 2: Those at Bern solemnly swear that you will support the Constitution of the United States and the Constitution and the State of Oregon, and that you will faithfully discharge the duties of a representative of the Oregon House of Representatives according to the best of your ability. We know why we're here. We know what we must do in this fifth legislative session in less than five years. It seems unfair that you're back so soon, after compiling such an outstanding record in the 1971 regular session, in such critical areas as environment, human resources, reorganization, and substantial property tax relief. I chose reluctantly to inconvenience you in this manner. And believe me, had there been any other way to handle the mounting general fund You would not have been summoned to return to Salem. I suggest we meet the deficit with these actions. First, make judicious selective budget cuts of approximately 2% in a manner that protects vital programs. Second, bring about an early election to resolve a question of the cigarette tax increase referendum. Third, enact a bill to freeze the Oregon personal income as it relates to the federal tax. Effective for the 1972 tax year. And fourth, send to the May 1972 primary the referred motor vehicle registration increase, proceeds from which are so desperately needed by the cities and counties of the state of Oregon. Adoption of these recommendations should put our house in order, but only for the passing moment as moments are measured in history. Long-range fiscal problems haunting Oregonians must be diagnosed and solved not later than the early months of 1973, when you next meet in regular session. Your far-sighted property tax relief concept must be expanded to include low-income renters as part of our deepening commitment to match the property tax more closely with ability of the people to pay.
text/plain
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676#t=187.95,337.76
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676/transcript/79656/annotation/4
Speaker 4: Like to say it's my property now you got to pay me millions and millions of dollars for what it's worth to me to me That's that's morally just wrong and that's a crime and we shouldn't have a have
text/plain
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676#t=353.58,361.58
https://uoregon.aviaryplatform.com/collections/1635/collection_resources/69267/file/155676/transcript/79656/annotation/5
Speaker 5: As you point out, the battles over the areas adjacent to the Three Sisters have gone on a long time. It provides for immediate logging in other places and then closing off the roads, but the roads will be there nevertheless.
